regional development and protection programme (RDPP)

International protection initiative set up by the European Union and its Member States to enhance the capacity of third countries in the regions from which many refugees originate, or through which they pass in transit with the aim to improve refugee protection through durable solutions, namely return, local integration and resettlement.

Notes

1. The 2005 Communication on 'Regional Protection Programmes' (COM (2005) 388) brought forward regional protection programmes (RPP) as a new EU approach to the international protection regime. The Programmes were developed by the European Commission in close collaboration with EU Member States, the United Nations High Commissioner for Refugees (UNHCR), and in partnership with the countries of origin, transit and first asylum. The programmes involve practical actions related to improving general protection in the host country, establishing an effective procedure for determining refugee status, building capacity and training on protection issues for those working with refugees, support measures benefiting the local community hosting refugees.
2. The first two Regional Protection Programmes targeted Eastern Europe (in particular Belarus, the Republic of Moldova and Ukraine) as a region of transit and the African Great Lakes Region (particularly Tanzania) as a region of origin. In 2010, the EU Commission applied the Regional Protection Programme concept to two new regions: the Horn of Africa (including Kenya, Yemen and Djibouti) and eastern North Africa (Egypt, Libya and Tunisia). In response to the Syria refugee crisis the EU Commission established in 2013 the regional development and protection programme (RDPP) in the Middle East and extended the programme to development measures.
3. Under the European Agenda on Migration the priority regions for resettlement include North Africa, the Horn of Africa and the Middle East, focusing on the countries where the RDPPs are implemented. RDPPs also include a resettlement element.
