Joint Valletta Action Plan (JVAP)


A set of political and operational measures to enhance cooperation between African and European countries with the aim to provide a framework for humane and sustainable management of migration on both sides of the Mediterranean.

1. The Joint Valletta Action Plan which is also known as Valetta Summit Action Plan was adopted at the Valletta Summit on 11-12 November 2015 which marked the beginning of an intensified partnership between Africa and the European Union in regard to migration management. The Action Plan is drawing on the recommendations of the Rabat Process and the Khartoum Process and provides a set of political and operational measures.
2. The five priority domains of the JVAP are:
- development benefits of migration and addressing root causes of irregular migration and forced displacement;
legal migration and mobility;
protection and asylum;
- prevention of and fight against irregular migration, smuggling of migrants and trafficking in human beings;
return, readmission and reintegration.
3. In order to support the most fragile and affected African countries in implementing the JVAP, a financial instrument was launched at the Summit: the European Union Emergency Trust Fund for Africa (EUTF).
