Meeting 4: A two-day practice-oriented event that that showcased and challenged existing approaches, while also paving the way for the co-creation of more effective interventions for digital safety.

The third meeting of Thematic Panel 2, entitled ‘Addressing vulnerabilities to radicalisation from the macro to the micro level: Exploration of secondary and tertiary prevention’, took place on 26-27 November 2025, in Lisbon, and brought together 37 participants.

Thematic Panel 5 hosted its fourth meeting entitled “Evaluation: Experiences, cases and lessons learned” in an online format. It counted with the attendance of participants from EU Member States policy makers, mental health professionals, practitioners, researchers and law enforcement officers.

The ad-hoc expert meeting on “Bans of Associations: Legal Safeguards, Strategic Communication and Community Trust” brought together representatives from multiple Member States to examine the evolving role of dissolution measures within contemporary prevention and counter-extremism settings.

The fourth and final meeting of 2025 reaffirmed that preventing violent extremism is not only
a security challenge, but also a broader societal issue.

The increasing involvement of minors in radicalisation and violent extremism constitutes a pressing concern for European policymakers, as evidenced by recent data showing that nearly one-third of terrorism-related arrests in the EU in 2024 involved minors or young adults.

A conspiracy narrative is the belief that certain events or situations are secretly manipulated behind the scenes by powerful forces with negative intent. They often appear as a logical explanation for events or situations which are difficult to understand.

This edition is dedicated entirely to the driving force behind the EU Knowledge Hub on Prevention of Radicalisation (EUKH): the Thematic Panels.

The Policy Practice Joint Event on Conspiracy Narratives brought together policymakers, practitioners, researchers, and private-sector representatives to examine the evolving landscape of conspiracy narratives, their propagation through digital technologies, and growing influence on radicalisation.
