1. Expressing the wish to apply for international protection, even in an indirect/non explicit manner, constitutes making an application.
2. Since 20 July 2015, EU Member States have had to register all applications made as well as those lodged. This is to ensure effective monitoring of access to procedure. The EUAA, formerly EASO, has been gathering data on applications made under its Early Warning and Preparedness System (EPS) since 15 September 2015.
3. Third-country nationals and stateless persons who have expressed their wish to apply for international protection are applicants for international protection, who should therefore comply with the obligations, and benefit from the rights, outlined in Directive 2013/32/EU (Recast Asylum Procedures Directive) and Directive 2013/33/EU (Recast Reception Conditions Directive) .
