Definition(s)

Information used by the EU Member States authorities to analyse the socio-political situation in countries of origin of applicants for international protection (and, where necessary, in countries through which they have transited) in the assessment, carried out on an individual basis, of an application for international protection.

1. All relevant facts as they relate to the country of origin at the time of taking a decision on the application are used. The relevant facts are obtained from various sources, such as the European Union Agency for Asylum (EUAA), United Nations High Comissioner for Refugees (UNHCR) and relevant international human rights organisations, general public sources such as reports from (inter)national organisations, governmental and non-governmental organisations, media, bi-lateral contacts in countries of origin, embassy reports including the laws and regulations of the country of origin and the manner in which they are applied.
2. The COI used by the EU Member States authorities is made available to the personnel responsible for examining applications and taking decisions.
3. To ensure that COI can contribute to fair and efficient procedures, certain quality standards such as 'relevance', 'reliability and balance', 'accuracy and currency' and 'transparency and traceability' have been developped. To qualify as COI it is essential that the source of the information has no vested interest in the outcome of the individual application for international protection.
4. This information is also used inter alia for taking decisions on other migration issues, e.g. on return, as well as by researchers.
5. According to Art. 9 of Regulation (EU) 2021/2303 (EUAA-Regulation), the EUAA shall be a centre for gathering relevant, reliable, objective, accurate and up-to date information on relevant third countries in a transparent and impartial manner, making use of relevant information, including child-specific and gender-specific information, and targeted information on persons belonging to vulnerable and minority groups.
