Note(s)

1. There is still no concrete, consistent definition of ‘child’ under EU law. The Lisbon Treaty introduced an objective for the EU to promote children’s rights. Moreover the Charter of Fundamental Rights of the European Union guarantees the protection of children’s rights by EU institutions, as well as by EU countries when they implement EU law. For further information, see the webpage of DG Justice on the Rights of the Child and Fundamental Rights Agency: Developing indicators for the protection, respect and promotion of the rights of the child in the European Union, March 2009
2. The term should be used to describe the relationship with other family members . When referring to an individual and in a more legal context, the term minor should be used.
