1. The Charter was proclaimed in December 2000 and became binding in December 2009 when the Lisbon Treaty came into force.
2. The Charter does not establish new rights, but assembles existing rights that were previously scattered over a range of international sources and thus makes them more visible. The Charter reaffirms, with due regard for the powers and tasks of the Union and for the principle of subsidiarity, the rights as they result, in particular, from the constitutional traditions and international obligations common to the Member States, the European Convention on Human Rights (ECHR), the Social Charters adopted by the Union and by the Council of Europe and the case-law of the Court of Justice of the European Union and of the European Court of Human Rights (ECtHR) .
