Definition(s)

Any measure to support (e.g. administrative, financial, logistical, counselling) the return and reintegration of a returnee in their country of origin or another third country by the State or by a third party (e.g. an international organisation or non-governmental organisation) which enable the returnee to lead an independent life in the country of return.

Notes

  1. Assisted voluntary return and reintegration programmes (AVRR) are an indispensable part of a comprehensive approach to migration management aiming at orderly and humane return and reintegration of migrants (rejected applicants for international protection, victims of trafficking in human beings, stranded migrants) who are unable or unwilling to remain in host or transit countries and wish to return voluntarily to their countries of origin. The programmes should not only take into account the Needs of the individual returnee but also address the Needs of local communities in the Country of origin.
  2. The successful implementation of AVRR programmes requires the cooperation and participation of a broad range of actors, including the migrants, civil society and the governments in both host and transit countries and countries of origin.   3. EU return policy favours voluntary departure over ;forced return. As third-country nationals often lack the financial means to leave voluntarily, EU Member States have developed AVR(R) programmes to facilitate their voluntary departure. The form and nature of the assistance provided differs between EU Member States and not all EU Member States provide reintegration assistance.
  4. An example for a joint reintegration programme is the European Reintegration Network (ERIN) Specific Action Program co-funded by the European Asylum, Migration and Integration Fund (AMIF) and by the partner countries. It aims to implement sustainable return and reintegration of third country nationals in their country of origin, with cooperation between ERIN partner institutions from the participating host countries.
