Understanding migration trends: Developments across EMN Member and Observer Countries in 2023

The EMN Annual Report on Migration and Asylum 2023 (ARM) highlights the most significant legislative and policy developments introduced by EMN Member and Observer Countries[1] during 2023. The report[2] provides an overview of key developments and cross-cutting themes in all areas of migration and asylum, set in the context of statistics developed by Eurostat. A more detailed Statistical Annex prepared by Eurostat is published alongside the Annual Report. 

This event will provide an opportunity to delve deeper into the 2023 migration trends. We will explore both an EU level perspective, including insights from Eurostat on recent trends and statistics, and a national perspective from EMN Member and Observer Countries. The year 2023 concluded with the pivotal agreement reached by the European Parliament and the Council of the EU on the Pact on Migration and Asylum. 2023 was also a year marked by a sharp increase in irregular migration directed to the EU, international protection applications that exceeded levels not seen since 2016, the extension of the Temporary Protection Directive in response to the ongoing war in Ukraine, alignment and advancements made on the EU-wide Entry/Exit System and European Interoperability Framework, efforts to attract and retain talent to meet labour market needs, and continued efforts to protect vulnerable groups. The EMN ARM launch event will provide an opportunity to review the main developments from the year to better understand these trends with a presentation of the report, statistics, and some specific national level developments that took place in Finland and Serbia.
