The EMN National Contact Points (EMN NCPs) coordinate the EMN activities at national level in all EU Member States (except Denmark) and the EMN observers, namely Norway, Georgia and the Republic of Moldova.
Each EMN NCP coordinates a national network of stakeholders with expertise in migration and asylum from a wide range of organisations, coming from government bodies, academic and research communities as well as NGOs.
EMN NCPs actively exchange information, knowledge and statistics within their national networks. This ensures that viewpoints from different stakeholders are taken into account when producing EMN outputs.

The Austrian EMN National Contact Point (EMN AT) is the International Organization for Migration (IOM) Country Office for Austria. The EMN AT team is situated within the Research and Migration Law Unit and consists of six staff and two interns.

The Estonian EMN National Contact Point (EMN EE) is the Estonian Academy of Security Sciences (EASS) with the decree number 1-3/74 of the Minister of the Interior.
The EASS is a state institution, providing professional education for civil servants belonging in the area of government under the Estonian Ministry of the Interior. The national contact point is located under the Internal Security Institute of the EASS. The Ministry of the Interior acts as the EMN Estonia Steering Board Member.

The Lithuanian EMN National Contact Point (EMN LT) is the International Organization for Migration Vilnius Office (IOM Lithuania). Malta’s EMN National Contact Point (EMN MT) is coordinated by the Policy Development and Programme Implementation Directorate within the Ministry for Home Affairs, National Security and Law Enforcement of Malta.
The role of the EMN MT is to coordinate and network with pertinent stakeholders active in the field of migration. Coordination is conducted primarily with the following entities that fall under the remit of the Ministry:
- Immigration Police
- International Protection Agency
- Detention Service
- Agency for the Welfare of Asylum Seekers
- Identity Malta
The EMN MT coordinates with other entities, primarily the Global Issues, International Development and Economic Affairs Directorate General within the Ministry for Foreign and European Affairs, Jobs Plus within the Ministry for Finance and Employment, and the Migrant Health Liaison Office within the Ministry for Health. The EMN MT coordinates regularly with pertinent officers within these entities to collect the required data for EMN outputs. The IND is an agency of the Ministry of Justice and Security and is responsible for the assessment of all applications of third country nationals who want to live in the Netherlands or want to become Dutch citizens. EMN NL is a part of the Research and Analysis Unit within the Strategy and Implementation Advice Directorate of the IND.

Who we are:
The European Migration Network National Contact Point in Ukraine is created within the structure of the State Migration Service of Ukraine – the national agency, which implements national policy in such areas as migration (immigration and emigration), including combating irregular (illegal) migration, citizenship, registration of individuals, refugees and other categories of migrants defined in law. The State Migration Service of Ukraine is under the steering and coordination of the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs.
The EMN UA consists of four persons, who are employees of the State Migration Service of Ukraine.
The EMN UA creates and coordinates the National migration network which includes the representatives of the Ukrainian ministries, national agencies and offices of international organizations in Ukraine, related to the implementation of migration policy in Ukraine and the collection of statistical data in this area.
