European research & innovation to support secure and efficient EU external borders

Today, the Directorate-General for Migration and Home Affairs of the European Commission and the European Border and Coast Guard Agency (Frontex) co-signed dedicated Terms of Reference to improve collaboration on research and innovation relevant for EU border security.

These Terms of Reference are key to ensure that research funded by the EU on the security and management of external borders provides state of the art technologies and solutions to the European and Member States’ border and coast guards. Research is strategic both to address today’s challenges and to anticipate future threats and opportunities deriving from technological development.

The improved collaboration with Frontex will allow the Commission to better plan investments on research and innovation in this area, and ensure that research projects deliver results in line with the needs identified by the European Border and Coast Guard community.

EU civil security research is one of the building blocks of the Security Union. Among the objectives of civil security research is to improve border security, from improved maritime border protection to supply chain security. The Commission’s support to security research is carried out through the Horizon 2020 programme dedicated to Secure societies – Protecting the freedom and security of Europe and its citizens. Under the FP7 and Horizon 2020 Framework Programmes for Research and Innovation, the EU invested close to 3 billion euro in security research, including on border security. Research on civil security is also part of the proposal for Horizon Europe, the Framework Programme for Research and Innovation that will be running under the 2021-2027 Multiannual Financial Framework.
