Training sessions on radicalisation and violent extremism in detention environment

Given the context of the implementation of the European Commission Recommendation no. C (2002)8987 of 08.12.2022 on the procedural rights of suspects and defendants in pre-trial detention and material conditions of detention, in correlation with the previous efforts regarding the indentifying and managing the problem of radicalisation and violent extremism in the detention environment, in the first part of 2023 were reviewed and adjusted the projects of preventive policies in this area, being set out into a working methodology. 

The methodology involves multidisciplinary activities (according to sectors of activity which imply direct approaches to inmates), the development and use of some tools to prevent the risk of radicalisation from materialising in the penitentiary environment and the social reintegration of inmates, in accordance with the identified risks and needs. 

As part of institutional implementation effort, a special attention is paid to professional training of staff in order to know and to be aware of different forms of manifestation of the phenomenon of radicalisation, both in general and in penitentiaries, in order to identify and report from the beginning persons with potential risks and vulnerabilities, based on the observable indicators identified. In the context of the knowledge gained, the involvement of staff in the specific processes set out in the working methodology – identification, risk assessment, development and implementation of individualised plans – will ensure an effective cooperation so that the preventive measures adopted meet the institutional needs. 

In order to achieve the necessary knowledge in this field, training topics will be made available on the elearning platform, and presentation materials will be developed in PowerPoint, focusing on visual aspects specific to the phenomenon in question for each penitentiary unit. 

Also, we mention that periodic trainings took place through the e-learning platform and professional convocations between 2015 – 2023, being presented general information materials for deepen the knowledge on radicalisation and violent extremism.

Experts will develop a professional training theme through which employees of penitentiary units will be made familiar with radicalisation and violent extremism.
