The High-Level Committee on Resettlement and Humanitarian Admission held its first meeting on 7 November 2024. Chaired by the European Commission, the High-Level Committee brings together representatives from the European Parliament, the Council, EU countries, the EU Agency for Asylum, the UN High Commissioner for Refugees, the International Organization for Migration, and members of civil society.
The High-Level Committee will support the Commission in implementing the Union Framework Regulation, which provides a permanent and harmonised framework for resettlement and humanitarian admission to the EU. This Regulation enhances safe and legal pathways to the EU for people from non-EU countries seeking protection.
Key tasks of the High-Level Committee
The High-Level Committee will help the Commission define the EU’s two-year Plan that will determine the number of refugees to be admitted to the EU, and the countries and regions from which resettlements and humanitarian admissions should take place. The Union Plan will then be adopted by the Council based on a proposal from the Commission and the voluntary pledges of EU countries. The first Union Plan is expected to cover the period 2026-2027.
The implementation of the Union Framework Regulation will support partner countries under pressure, strengthen partnerships, and help prevent dangerous irregular journeys of people who flee war or persecution.
Background
The Union Framework Regulation is the first legislative instrument of the Pact on Migration and Asylum that became applicable on 11 June 2024. Its entry into force marks a significant step towards a harmonised EU approach to resettlement and humanitarian admission.
