The European Remembrance Day for Victims of Terrorism, takes place in Paris today. This Update therefore shines a spotlight on victims and their role in PVE. It includes information on the Remembrance Day, links to relevant RAN papers, a short article on the role of victims and an interview with an organisation that supports victims of terrorism and crime.
Related to the topic of victims, this Update also features content on responses to terror attacks. The feature includes two films which present a practitioners view on the effective use of communications in minimising the impact of terror attacks, a short article on the same topic and links to relevant RAN papers.
European Remembrance Day For Victims Of Terrorism
Today marks the 16th European Remembrance Day for Victims of Terrorism. This year’s commemoration, ‘Growing Stronger Together’, will bring together more than 100 victims from all over Europe, as well as their families, associations of victims of terrorism, and high-level European representatives, to stand united against terrorism and pay tribute to all victims of terrorism worldwide.
The role of victims in preventing radicalisation
While it is important to pay tribute to the victims of terrorism and remind ourselves of the impact of acts of terrorism on individuals, families and communities, we must also consider the constructive and positive role that victims can have in preventing radicalisation and future acts of terrorism.

Ahead of the European Remembrance Day for Victims we spoke with one of the leading associations in Europe that supports victims of terrorism, the Portuguese Association for Victim Support (APAV). Upcoming events
Mindful of the coronavirus (COVID19 or 2019-nCoV) developments, the RAN has decided to postpone some Working Group meetings planned in March. The decision is based on the guidance provided by the European Commission. The health and safety of our partners and colleagues is our primary concern.
The RAN is exploring potential alternative options to host some meetings, while other meetings will be rescheduled in the near future.

A new manual provides guidance for practitioners on how to assess the impact of exit work. Through peer and self-review practitioners can identify potential for improvement, the need to innovate or adapt to the emerging challenges, and/or determine whether the initial rationale behind the work requires adjustment.
Lessons from crime prevention in preventing violent extremism
A new paper explores whether the mechanisms, measures and principles of crime prevention can be applied in preventing violent extremism (PVE). The paper outlines a number of cross-cutting challenges in crime prevention and PVE and establishes the role of police in primary, secondary and tertiary prevention.

8th International Congress for Victims of Terrorism
The RAN Remembrance of Victims of Terrorism Working Group (RAN RVT) supported the 8th International Congress for Victims of Terrorism (Nice, 21-23 November 2019), which was co-organised by the French Association of Victims of Terrorism (AfVT) and the City of Nice. A post-event paper captures the main outcomes and recommendations from the meeting.
Preventing radicalisation of asylum seekers and refugees
A RAN Policy and Practice event (Rome, 11 December 2019) brought together policy makers and practitioners active in health and social care, youth and community work, education and police, to discuss current approaches to safeguard and build resilience in asylum seekers and refugees. A post-event paper captures the recommendations from the event.
Delivering counter and alternative narrative campaigns online
A Civil Society Empowerment Programme (CSEP) campaigns event (Dublin, 18-19 November) brought together representatives from 18 CSEP-funded projects with PVE online campaigning experts to explore how to deliver effective online and social media campaigns targeting vulnerable people.
A post-event paper captures the insights from the event and provides practical guidance.
Overcoming barriers to information sharing
A RAN Police and law enforcement event (Athens, 28-29 November) explored the barriers faced by law enforcement in sharing information, including adequate legislation, a common language and awareness of roles and responsibilities. A post-event paper discusses the need for a clear and proper legal framework that will help law enforcement to work in an effective or efficient manner.
