The Regional Development and Protection Programmes (RDPPs) in North Africa and the Horn of Africa are an important part of the European Agenda on Migration. Funded through Asylum Migration and Integration Fund (AMIF) Union Actions, RDPPs were set up in 2015 and have funded 57 projects for a total amount of EUR 67,300,000. Their aim is to assist third countries to address the protection and developmental needs of migrants, refugees and asylum seekers, support the efforts of the migrant and refugee hosting communities, and build capacities of the authorities.
Actions in the RDPP North Africa are defined through the Steering Committee consisting of the Commission, EEAS, EUAA, interested Member States and Dublin/Schengen Associated States, and implementing partners. The Steering Committee for the RDPP is led by the Italian Ministry of Interior.
Projects under the RDPPs North Africa provide support, via international organisations, to capacity building in third countries: establishing, developing and improving an effective refugee status determination procedure, registration, reception arrangements and conditions for the most vulnerable migrants, access to international protection, and by helping develop a legal, policy and institutional framework. RDPP activities seek to encourage and support resettlement commitments by Member States and other resettlement countries, as well as assisting vulnerable migrants, asylum seekers, and refugees stranded along the migratory route or after being rescued in the desert or at sea, following disembarkation.
With a view to provide long-term solutions, the RDPPs also assist third countries to address the developmental needs of migrants, refugees and asylum seekers and support the efforts of the migrant and refugee hosting communities. The RDPPs also help third countries by supporting training in protection issues for those dealing with refugees and migrants.
