Definition(s)
A mechanism established to verify the application of the Schengen acquis in the Schengen Member States to which it applies in full as well as in Schengen Member States to which, in accordance with the relevant Protocols annexed to the TEU and to the TFEU, the Schengen acquis applies in part to ensure an effective, consistent and transparent application of the Schengen rules and regulations while at the same time maintaining a high level of mutual trust between those Member States.

1. According to Art. 4 of the Regulation the mechanism covers all aspects of the Schengen acquis, including external EU borders, visa policy, the Schengen Information System (SIS), data protection, police cooperation, judicial cooperation in criminal matters, as well as the absence of border control at the internal EU borders and the functioning of the authorities applying the relevant parts of the Schengen acquis. It introduces the possibility to carry out unannounced on-site visits and gives clearer rules for the set up and adoption of evaluation reports and recommendations, as well as for the follow-up of identified deficiencies in Schengen Member State's external border control.
2. The European Commission is responsible for the overall organisation and implementation of the mechanism in close cooperation with the Schengen Member States.
