The report highlights a shift in focus from meeting basic needs to fostering long-term inclusion, with the proportion of assistance focused on socio-economic support increasing from 9% in 2022 to 17% in 2024. Efforts concentrated on employment assistance, housing support, and access to healthcare and education: over 3 700 people received job-related support, 11 000 children enrolled in learning programmes, and 12 000 people accessed mental health services. In terms of challenges, the report notes that access to stable employment was found to be a major obstacle, with people displaced from Ukraine earning 35% less than the national average wage. It also states that over 20% of those displaced from Ukraine face difficulties in accessing healthcare due to administrative barriers and language gaps, and underscores the need for expanded employment programmes, targeted language training, and stronger social protection mechanisms.
