This CERIS policy brief is the result of a workshop held on 29 June 2021 with the title “Scenario-based innovation workshop: Enhancing Infrastructure Resilience against Hybrid Threats”.

Three breakout sessions dealt with hybrid threat scenarios aiming at critical infrastructure and focussed on water, finance and communication networks, respectively. Participants played the Training for Operational Resilience Capabilities (TORC) game which was developed by the Horizon 2020 project STOP IT. The automatically generated TORC reports have been used for the first time as part of an EU workshop. The game is based on a board-game setup and the players can select several resource cards and risk reduction measure cards.
