The Security Research Event (SRE) is the annual meeting where industry, governments and knowledge institutions come together to discuss the state of play and current challenges for security research in Europe. The SRE also features a large exhibition area dedicated to the EU funded security-related projects.

In 2018, SRE demonstrated the strength and inspiring results of security related research and innovation activities, under the theme "Making Europe a safer place - demonstrating the impact of EU-funded security research”. Dissemination and outreach of projects were the cornerstone of the conference's discussions, as these activities are among the main enablers of market uptake and are currently identified as a major challenge for security research by all relevant stakeholders.

ANDRUPOS extracts biometrics properties of printed documents like printing technique, paper, printer leading to the source that was used to create the document. It eases and reduces inspection effort on forensic document examination providing in addition a central database containing information about printing technologies and printers. Questioned documents can be examined for evidence of fraud like alterations, erasures or page substitutions. Analysis System for Gathered Raw Data
ASGARD aims to contribute to LEA (Law Enforcement Agencies) Technological Autonomy, by building a sustainable, long-lasting community for LEAs and the Research & Development industry. This community will develop, maintain and evolve a best-of-class tool set for the extraction, fusion, exchange and analysis of Big Data, including cyber-offense data for forensic investigation. Automated Serious Game Scenario Generator for Mixed Reality Training
AUGGMED has developed a prototype of a serious game platform for single- and team-based training of law enforcement and first responders from different organisations responding to terrorist and organised crime threats. The platform allows training in non-linear scenarios tailored to suit the needs of individual trainees with learning outcomes that will improve the acquisition of emotional management, analytical thinking, problem solving and decision making skills. Resilience Training, Network and Evaluation
STRESAVIORA II (strengthening resilience against violent radicalisation)
The BOUNCE Resilience Trainings aim to strenghten youngsters' resilience and raise awareness among their social network in order to prevent radicalization at an early stage. Over 150 frontline workers and teachers in Belgium, the Netherlands, France, Germany and Sweden have been trained to apply the BOUNCE tools. Alongside this the project collaborates with Ghent University to measure the impact of resilience trainings on youngsters on the short-, medium- and long term. On our website we created a database, giving an overview of all existing resilience trainings in Europe.
Integrated 3D crime scene investigations based on cost-efficient 3D scanning
CSISmartScan3D combines crime scene 3D scanning and further crime scene investigation tasks in a common work flow utilizing the emerging 3D scan model. Cost-efficient support widespread use. Cutting edge methods for robust real-time 3D data fusion optimally exploit sensor capabilities. On site visualisation of the emerging model enables quality and completeness checks. Unlike current 3D scanning solutions, CSISmartScan3D does not only avoid interference with other crime scenes investigation tasks, but actively supports them through on site 3D trace documentation and measurement capabilities.
Detecting and ANalysing TErrorist-related online contents and financing activities
DANTE is delivering effective, efficient and automated data mining, analytics solutions and an integrated system to detect, retrieve, and analyse huge amounts of heterogeneous and complex multimedia and multi-language (in five languages) terrorist-related contents from both the Surface and the Deep Web, including the Dark Nets. The ultimate goal is to discover (by “connecting the dots”), analyse and monitor potential terrorist-related activities and people, with focus on online fund raising activities, but also considering propaganda, training and disinformation.

Forensic evidence gathering autonomous sensor
FORENSOR is bringing about two main innovations: (i) a CMOS imaging sensor with built-in intelligence (the Vision Chip) to filter out irrelevant events (i.e. repeating movements) and detect only moving objects of interest, such as cars, and (ii) a smart Vision Sensor – based on the Vision Chip, supporting advanced algorithms, communications etc. which can identify higher-level events of interest. In other words, FORENSOR can operate in an low-power hibernation state most of the time and be woken up by the Vision Chip for further processing only when an object of interest has been detected.

ICDR - CounterCraft
Intelligence Campaigns in the Digital Realm
The general objective of the CounterCraft project is to accelerate the introduction of the first EU deception tool capable of detecting advanced targeted cyber-attacks, obstructing the actions of attackers and obtaining the maximum amount of information from them by successfully designing, deploying, monitoring and managing Counterintelligence Campaigns. The deception platform works despite the technical complexity of the adversaries’ intrusion and brings a welcome relief from the constant technical race between the attacker and defender.
Law Enforcement Agency's dialogue
I-LEAD focuses on working with groups of operational Law Enforcement Agencies’ (LEA) practitioners in defining their user needs and innovative solutions. This is carried out using a structured methodology with the assistance of research and industrial partners, supplemented by a broad range of committed stakeholders. It identifies priorities in five practitioner themes as well as topics which would benefit from (more) standardisation and formulate recommendations how to incorporate these in procedures. Other forms of collaboration such as PCP/PPI or Fast Track for Innovation will be examined in an effort to improve matching and uptake of novel solutions and products.

Innovation by Law Enforcement Agencies networking
ILEAnet is a network and community set up by LEA (Law Enforcement Agency) practitioners for LEA practitioners, aiming to address major current and emerging problems they face. It allows for better communication and exchanges both between the practitioner organisations and between individuals. When relevant, other carefully selected academic profiles are invited to join the network based on their expertise, ultimately creating a bridge between the LEAs, academics, scientists, industry and policy makers. ILEAnet organised successfully its first Public Workshop on 11-13 June 2018 gathering 60 actively involved participants.

INSIKT Intelligence is a novel social data mining platform to detect & defeat online radicalisation. An early version of the platform was validated by several EU law enforcement agencies (LEAs) and consequently attracted commercial interest. Phase 2 of this project will trial the software with 4 European LEAs that are looking for effective tools to prevent radical messages from spreading and reaching people vulnerable to radicalisation. The solution will cover a wide range of social media channels, in particular new channels including Telegram and Periscope.
Mixed-reality environment for training teams in joint investigative interrogation - intelligent interrogation training simulator
LAW-TRAIN is a European Commission funded project aimed at fighting international drug-trafficking by developing a virtual investigation training system. The training system is developed in a collaborative action by universities, national governments and professional enterprises. The platform allows law enforcement units to practice the interviewing of suspects in a multicultural and virtual reality context implementing the UN approved PEACE model methodology.

Law Enforcement agencies human factor methods and Toolkit for the Security and protection of CROWDs in mass gatherings.
LETSCROWD is a security practitioner driven project wich aim is to overcome challenges preventing the effective implementation of the European Security Model with regards to mass gatherings events. This is achieved by providing security policy practitioners, and in particular LEAs, with a set of innovative outcomes: (i) A dynamic risk assessment methodology for the protection of crowds during mass gatherings centred on human factors, (ii) A policy making toolkit for the long-term and strategic decision making of security policy makers, and (iii) A set of human centred tools.
The project, lead by Efus, gathering 29 partner organisations, has strengthened the network of local authorities mobilised to prevent violent radicalisation. Thanks to European exchanges and the implementation of pilot actions, policy and methodological recommendations to implement local strategies against violent radicalisation have been developed. The project produced political recommendations included in Efus’Manifesto and a methodological guide that can be used by all local authorities willing to engage in the prevention of the phenomenon.
The emerging role of new social media in enhancing public security
MEDI@4SEC focused upon enhancing understanding of the opportunities, challenges and ethical considerations of social media use for public security: the good, the bad and the ugly. The good comprises using social media for problem solving, fighting crime and decreasing fear of crime. The bad is the increase of digitised criminality and terrorism with new phenomena emerging through the use of social media. The ugly comprises the grey areas where trolling, cyberbullying, or live video-sharing of tactical security operations are phenomena to deal with during incidents.
Sewage Monitoring System for Tracking Synthetic Drug Laboratories
The aim of microMOLE is to develop and test a prototype of a sensor system for legal recording, retrieving and monitoring operations of Amphetamine Type Stimulants (ATS) and ATS precursor laboratories in cities. The system will be installed within the sewage system and will track waste associated to ATS production. Criminal investigators and forensic specialists will use the system in case of strong suspicions that in a well confined area ATS is being produced, for collecting material for forensic analysis and potential use in court, and for aiding in the planning of LEA raid operations.
Policy Recommendation and Improved Communication Tools for Law Enforcement and Security Agencies Preventing Violent Radicalisation
Pericles aims to develop a comprehensive approach to prevent and counter violent radicalisation and extremism. So far, it has surveyed selected European countries to provide an inventory of programmes and projects involved in extremism prevention. Results from gap analyses and stakeholder interviews support findings that more evaluations are needed to enhance the effectiveness of existing instruments, and that evidence-based results should be effectively communicated to stakeholders. Current activities in Pericles are centred on mapping the needs of European law enforcement agencies and conducting interviews with family members, convicted terrorists, and former radicals.
Internet Forensic Platform for tracking the money flow of financially motivated malware
The overall objective of RAMSES is to design and develop a holistic, intelligent, scalable and modular platform for LEAs (Law Enforcement Agencies) to facilitate digital Forensic Investigations. The system will extract, analyse, link and interpret information extracted from Internet related with financially motivated malware.

Struggling against and Pursuing Experienced Criminal Teams Roaming in Europe
The ISF project SPECTRE aims at providing investigators with financial support and innovative means to identify and dismantle Mobile Organised Crime Groups (MOCGs). The budget made available, has already allowed the organisation of 16 operational meetings, 1 training on special tactics, 1 seminar and 4 workshops. After twelve months of activity, 68 serious crime investigations are being carried out. The financing of operational meetings and deployment of innovative materials (GPS tracking devices, microphones, drones...) led to the dismantlement of 17 main MOCGs, 189 arrests and 1,7 M€ of seized criminal assets so far.
SURveillance Video Archives iNvestigation assisTant
The SURVANT project is devised to support the job of law enforcement and LEAs to collect video footage from heterogeneous sources installed for surveillance purposes and extracts relevant information. The system is able to support the investigators to discover suspicious criminal events in a simple and efficient way offering two intuitive and self explanatory search types: by image and by sentence; both of them are integrated with a geographical analyzer that suggests object trajectories over space and time. SURVANT reduces both human resources and time required to perform the investigations.

Bringing together LEAs (Law Enforcement Agencies), legal experts, industry and research institutions the main objective of TENSOR is to provide LEAs with an intelligence platform to identify terrorism related content online. TENSOR will integrate automated and semi-automated tools for: 1) searching, crawling, monitoring & gathering online terrorist-generated content from the Surface and the Dark Web; 2) information extraction from multimedia and multilingual content; 3) content categorisation, filtering and analysis; 4) real-time relevant content summarisation and visualisation; 5) creation of automated audit trails; 6) privacy-by-design and data protection.

Visual Analytics for Sense-making in Criminal Intelligence Anlaysis
VALCRI is a next-generation criminal intelligence analysis system for European LEAs. Working with three European police forces, the project developed at Technological Readiness Level -5, an integrated system of advanced data processing, analytic, and sense-making applications spanning strategic intelligence analysis to individual case management. Evaluated by 219 users across 50 agencies in 16 countries, it is undergoing trials with actual data at two major police forces. Effective Container inspection at border control points
C-BORD has developed and tested a modular system of new and enhanced technologies for the Non-Intrusive Inspection (NII) of cargo containers. The system is adaptable to different types of border checkpoints and with a single user interface for Customs decision-making. The system combines X-ray, Passive Radiation Detection, Evaporation Based Detection, Tagged Neutron and Photo-fission. The main objective of C-BORD is to demonstrate that the complementary technologies used in combination can provide more complete information to the customs analyst, thus reducing false alarm rates and the unnecessary opening of containers.
CORE will show how protecting and securing the Global Supply Chain, and reducing its vulnerability to disruption (whether caused by natural disasters, terrorism or other forms of undesirable or illegal activity), can be done while guaranteeing the promotion of a timely and efficient flow of legitimate commerce through the European Union (EU) and other nations around the world. CORE will demonstrate that this can be done while at the same time offering tangible benefits to involved stakeholders (transaction, transport, regulatory and financial operators).
Early Warning for Increased Situational Awareness
The objective is to provide an operational and technical framework that will increase situational awareness and improve the reaction capability of authorities surveying the external land borders of the EU. EWISA will provide an innovative system for warning about all possible threats of border control systems, equipment, tools and processes for the surveillance. Through the Pre-Operational Validation concept, the system will be tested by end-users on well-defined scenarios in four diverse geographical areas of EU external land borders, in a real operational environment for six months per deployed solution.
Intelligent Portable Control System
iBorderCtrl unifies different interdisciplinary modules (ranging from biometric verification, automated deception detection, document authentication) and converges into a robust land border control platform introducing the concept of a pre-registration step. iBorderCtrl aims to increase the accuracy and efficiency of border checks and also the speed especially for bona fide travelers. A portable wearable unit, a centralized advanced analytics platform and a risk-assessment routine are considered as key aspects. iBorderCtrl already implements features planned to be included in the ETIAS System.
Pervasive and UseR Focused BiomeTrics BordEr ProjeCT
PROTECT is a 3 year project researching and developing enhanced biometric-based person identification at the border. Year 1 established detailed requirements, scenarios and established the legal framework. Year 2 has resulted in the 1st fully integrated prototype functional identification system integrating innovations in contactless biometrics, next-generation ePassports and virtualization of documents using smartphones, and studied the privacy impact and ethical and societal issues. 2019 will bring a full deployment and evaluation of the operational system at both air/sea and land borders.
System for the Detection of Threat Agents for Maritime Border Surveillance
The SafeShore System tackles the current gap in maritime coastal surveillance by combining different detection methods (3D/2D LIDAR, acoustic, radio, thermal, and visual), and deploying cutting-edge advanced data fusion methodologies. Designed to operate around coastal border regions, the System can sense low altitude Unmanned Aerial Systems (drones), small vessels, and individuals approaching the shore line, and creates a continuous detection line along any sea front. SafeShore's international collaborative approach to border policing is an innovative step towards state-of-the-art crime prevention.
Smart UNattended airborne sensor Network for detection of vessels used for cross border crime and irregular entrY
SUNNY demonstrated the integration of sensors, multiple UAV platforms, and a base station with interfaces with other border control systems. Performance and qualification tests were conducted on a range of different sensor technologies, including infrared, hyper-spectral and radar sensing. The data collected from these sensors was combined in a fusion module. The solution included on-board data processing with an automated target identification module. A VR control centre was created to give full situational awareness to a user.
Critical Infrastructure Protection
Cost advantageous and scaleable drone alarm and protection system for urban contexts
MyDefence has developed the scalable anti-drone system ‘KNOX’, which monitors the airspace for malicious drones and utilizes jamming to counter the threat. The system is now being tested in a Danish prison and is soon to be installed at a Danish stadium with the support from the EU SME project. During the first year of the project, the product maturation for KNOX has involved fine-tuning the system to find specific drone signals at a stadium, where there are thousands of other signals – incl. cellular, radio, etc. It is a scalable and cost-advantageous solution, primarily intended for protection of urban spaces.

SCAAN is a field staff safety and security product developed in collaboration between IOM - The UN Migration Agency and CENTRIC at Sheffield Hallam University. It builds on IOM's global safety and security experience, on CENTRIC's experience in the design and development of situational awareness systems and tools as well as on lessons and best practices from the FP7 ATHENA project. SCAAN delivers increased levels of connectedness between humanitarians across the globe and those with a duty of care through a comprehensive mobile application and dashboard.

SHERPA aims at improving the overall protection level for stations and trains in Europe against terrorist attacks by implementing multiple synergistic actions towards the relevant stakeholders, such as: providing and sharing an up-to-date knowledge base on countermeasures; defining a coherent approach for building a national security policy, strengthening co-operation among stakeholders through international trainings and other practical tools; to better help railways in coping with both present and future threats.
Smart Resilience Indicators for Smart Critical Infrastructures
The SmartResilience project provides a new methodology for assessing and managing resilience of critical infrastructures, such as energy and water supply, transportation networks and similar. The term “resilience” of an infrastructure, describes its ability to cope with possible adverse scenarios/events that can potentially lead to significant disruptions in its operation/functionality. Coping with these scenarios means preparing for them, being able to absorb/withstand their impacts, recovering optimally from their impacts and adapting to the continuously changing conditions.
Synthetic aPerture Interferometric raDiometer for sEcurity in cRitical infraStructures
Today’s technologies for security checks require infrastructures that often slow down or block the flow of people which comes in and out of a structure or a building. Thus, the French SME MC2 Technologies has developed a passive millimetre camera which is able to scan in real time and in a constant flow. This system can detect objects as small as 2 cm large, with a 2x1 m field of view from a 1 to 10 meters distance. The camera is currently deployed in China and is perfectly suited for the security of stations, metros, airport halls and more.

MARitime Integrated Surveillance Awareness
MARISA delivers to the security communities operating at sea a data fusion toolkit providing new means for the exploitation of large amounts of data, acquired from sensors, satellites, open and internal sources taking benefit of a seamless semantic interoperability with the existing legacy solutions available across Europe. The Forest Fire Fighting - Management Support System aims at the increasing number of forest fires worldwide and also in Europe. It focuses on a near real-time situation picture, modules to control resources such as mobile rescue teams, vehicles/equipment on the ground, airborne fire-fighting units efficiently and interactively for different control strategies for the various types of forest fire. The key use cases are near real-time monitoring of vulnerable, affected as well as extinguished forest areas and support improve the in-situ management, mission evaluation and resource management.
Enhancing emergency management and response to extreme weather and climate events
ANYWHERE is a user-driven innovation action aimed to empower first-responder institutions and exposed population to enhance their anticipation and pro-active capacity of response to face high-impact weather and climate events. The ANYWHERE pan-European Multi-Hazard System translates meteorological forecasts into Impact Early Warnings feeding the A4EU decision support platform. The full chain, including self-protection tools, is being operationally tested during one year by civil protection authorities in Liguria(IT), Catalonia(ES), Corsica(FR), Canton Bern(CH), South Savo(FI) and Rogaland(NO)
Enhancing decision support and management services in extreme weather climate events
The overall context for beAWARE lies in the domain of situational awareness and command and control. beAWARE supports disaster management authorities to accurately determine what has happened, what is happening now, and what will come next, in order to plan and coordinate the most effective response with the available resources. beAWARE collects heterogeneous data from several resources such as environmental, social media, input from first responders and/or people in danger and semantically integrates them in order to provide decision support services to the crisis management authority.
Driving Innovation in Crisis Management for European Resilience
DRIVER+ seeks to valorise the wealth of European innovations in Crisis Management, by assessing and delivering solutions that can be used to address different types of large-scale crises. To achieve this goal, the project is: Developing a pan-European Test-bed enabling practitioners to create a space in which stakeholders can collaborate in assessing and evaluating solutions and organisational processes; Setting up a Portfolio of Solutions as a database-driven website documenting Crisis Management solutions and experiences; Fostering a shared understanding in Crisis Management across Europe.

EuropeaN Cbrn Innovation for the maRket CLustEr
The project is a coordinated support action which has been conceived to strengthen EU CBRN industry through interlinked lines of action. In the first place, an open and neutral cluster composed of practitioners and technological providers has been created, and the project is now providing a sustainable roadmap for the developing of the CBRN market with identified needs and gaps. It also provides an integration with platforms and future EU standards for CBRN technologies to be developed in the framework of Research and Innovation Actions selected from the 2018 call for proposals, namely the COSMIC, TERRIFFIC and EU-SENSE projects. Finally, the overall framework will support CBRN commercial and market services, and facilitate European CBRN dissemination.
An INtegrated next generation PREParedness programme for improving effective interorganisational response capacity in complex environments of disasters and causes of crises
The IN-PREP Action addresses two overarching objectives. First, it will design and develop a Mixed Reality Preparedness Platform (MRPP). This innovative IT tool will allow practitioners to train and prepare for transboundary crises, using new and existing scenarios, in a virtual environment. Improving Resilience to Emergencies through Advanced Cyber Technologies
Due to climate change, floods, wildfires and other extreme weather events are becoming more frequent and intense; which poses a challenge for current risk management systems. I-REACT has developed integrated tools that manage data from multiple sources. Information from monitoring systems, Earth observations, historical data and weather forecasts are combined with data from I-REACT’s technologies: a mobile app and a social media analysis tool, drones, wearables and augmented reality glasses. This combination allows first responders and decision-makers knowledge to respond better to emergencies.
Remotely Operated CBRNe Scene Assessment and Forensic Examination
ROCSAFE’s goal is to change how CBRNe events are managed, and ensure the safety of crime scene investigators, by reducing the need for them to enter dangerous scenes to gather evidence. It has adapted leading-edge ground and air vehicles and developed new remotely controlled sensors, sampling systems, and AI-based analytics. It is also developing remote tools for appropriate collection and handling of forensic evidence, and innovative Central Decision Support software for investigators, linked to a graphical Command & Control Centre. These coordinate the robotic systems and sensors, and provide a user interface with maps and video, showing the results of real-time analytics, building an overview of the scene, with geographical context and relevant documentation.
Real-time Situation Awareness for First Responders in Disaster and Crisis Operations
SECURESCUE targets real-time 3D 360° mapping of disaster areas for crisis response using mobile exploration robots. The goal is to achieve fast situation and risk awareness to support safe and efficient deployment of first responders. Data of an airborne laser scanner and on-robot 3D panoramic camera will be fused with existing information from on-board sensors for exploration of the disaster areas and the detection of possible risks. The project will improve the representation of the 3D information and its continuous visualization on mobile terminals for safe search and rescue activities.
INTEGRATED AND ADAPTIVE RESPONSES TO TOXIC EMERGENCIES FOR RAPID TRIAGE: eNGINEERING THE ROADMAP FROM CASUALTY TO PATIENT TO SURVIVOR
Tragically, chemical warfare is no longer a horror remembered from long ago. The TOXI-triage project is addressing challenges of mass casualty CBRN incident in case of chemical attack, in particular through the demonstration of situational awareness and horizontal integration of data systems. Worldwide clinical studies are developing methods and discovering markers of CBRN insult. Hybrid Warfare and social-media’s bad actors have been addressed and innovative large-scale field technical exercise to test the project’s concepts and technologies are currently running. The project is closely interacting with practitioners, including blue light responders and health and social services, and considers operations from immediate casualties to recovery of the affected environments after the immediate physical danger has passed.

Director of Insights at Friends of Europe
Dharmendra Kanani has been in senior leadership roles in the Public and Voluntary sectors across the UK and Europe over a period of 26 years. In 2005, he was appointed as Director of Scotland of the Big Lottery Fund. Subsequently, from 2010 to 2014, Kanani was the England Director at the Big Lottery Fund, the largest independent funder in the UK. Since 2016, he has supported Friends of Europe’s strategic development across all its policy areas with a strong focus on Climate and Energy; Peace, Security and Defence as well as Digitalisation. Prior to this role, Kanani was the European Foundation Centre’s (EFC) first Fellow in July 2014.
From September 2005 to August 2013, Pascal Lamy served for two consecutive terms as General Director- of the World Trade Organization (WTO). A committed European and member of the French Socialist party, he was Chief of Staff for the President of the European Commission, Jacques Delors from 1985 to 1994. He then joined the Credit Lyonnais as CEO until 1999, before returning to Brussels as European Trade Commissioner until 2004. Mr. Lamy holds degrees from HEC School of Management, the Institut d’Etudes Politiques (IEP) and the Ecole Nationale d’Administration (ENA).
Pascal Lamy was appointed in 2016 President of the French Committee of the Pacific Economic Cooperation Council (PECC) and chair of the European group of experts in charge of evaluating the impact of EU research funding. He shares his other activities between the Jacques Delors Institute (President emeritus), the presidency of the World Committee on Tourism Ethics, as well as various mandates or missions related to international affairs. He is also President of the Board of Directors of the Musiciens du Louvre (Orchestra of Marc Minkowski), member of the Board of Directors of the Fondation nationale des Sciences politiques, the Mo Ibrahim Foundation, the Thomson Reuters Founders Share Company, Transparency International France and the Center on Regulation in Europe (CERRE); senior advisor to the Brunswick Group, to Trade Mark East Africa (TMEA) and to the World Trade Board, member of the Advisory Boards of Transparency International, the Oxford Martin School, UNITAID and the Friedland Institute. He is affiliate Professor at HEC. He is currently also member of the Global Future Council on regional Governance at the World Economic Forum.
Pascal Lamy is author of various books and reports on global governance, Europe and international trade. Pascal Lamy also lectures to the benefit of Institut Jacques Delors among other engagments, on issues related to globalisation, global governance, international trade, international economics, regional integration, European and French issues.
Mr. Goldgruber served as a police officer until 1986, after which he completed training as senior police officer. He worked in the field until 1990, after which he moved to the training department of the Federal Police Directorate, where he worked as a teacher for future police officers until 1995. Meanwhile, Mr. Goldgruber also studied law, graduating in 1994. On the basis of this degree, Mr. Goldgruber was able to move to the Donaustadt District Police Commissariat in 1995 as safety administrator, from where he went to the Währing District Police Commissariat in 1998 as chief security officer. In 1999 he held the position of head of department in the Office for Legal Affairs and Supervision. In 2001, he was appointed head of the Special Investigations Office, which he headed until the end of 2001. At the beginning of 2002, Mr. Goldgruber was promoted to Head of the Security and Administrative Department of the Federal Police Directorate in Vienna. Following the restructuring of the security authorities in 2012, he became a member of the Board of the Office for Quality Assurance, an activity he held until his appointment as Secretary General on 18 December 2017.
Jean-David Malo studied in the Institut National Supérieur des Sciences Economiques et Commerciales (Paris) and the University of California (Berkeley).
He started his career as Head of internal control management in the Comité Professionnel de la Distribution de Carburants in France before joining ARMINES, a body managing contractual research and innovation for French engineering schools (Ecoles des MInes, Ecole Polytechnique, ENSTA, …), where he created, developed and managed the European Affairs Directorate. He joined the European Commission in January 2001. In the Directorate General for Research, he participated actively to a number of developments on the design of funding instruments, rules for participation, funding schemes, etc, both for FP6 and FP7. From 2003 to 2006, he was the assistant of Director Robert-Jan SMITS. After heading the unit in charge of the regional aspects of FP7, ie. the "Regions of Knowledge" and "Research Potential" programmes, from 2006 to 2010, he was managing from 2011 to 2013 a newly created unit in DG Research and Innovation, the main objective of which was to contribute to increase private finance and close market gaps in investing in research and innovation by expanding the scope and scale of existing EU innovative financial instruments (like the Risk-Sharing Finance Facility) and by developing new ones in the fields of debt (including guarantees) and equity financing, notably in the context of Horizon 2020 ("InnovFin"). The EU state aid framework, tax incentive schemes and philanthropic funding were also areas covered by the work of the unit. From 2014, this unit was also covering the SMEs dimension of Horizon 2020, including in particular EUROSTARS II and the design and coordination of the SME Instrument and the Fast Track to Innovation pilot. On February 2017 he has been appointed as Director of the Directorate in charge of "Open Innovation and Open Science". The European Innovation Council, the Pan-European Venture Capital Fund(s)-of-Funds Programme, the RDI dimension under the European Fund for Strategic investments, the European Open Science Cloud, the long-term sustainable investments for Research Infrastructures, the monitoring of the ERA Roadmaps, etc… are among the various files he is in charge of or contributing to.
Catherine De Bolle
Before taking up her post as Europol’s Executive Director in May 2018, Catherine De Bolle served as General Commissioner of the Belgian Federal Police from 2012. Prior to her appointment as Belgian Police Commissioner, Ms De Bolle was Chief of Police in Ninove. In January 2015 she has received the title of Public Manager of the year and since November 2015 she is a member of the Executive Committee of Interpol. Ms De Bolle studied law at Ghent Univeristy and then went on to graduate from the Royal Gendarmerie Academy in Belgium.
Alberto de Benedictis
Alberto was CEO of Finmeccanica UK from 2005 to 2015, where the Group had revenues of over £2 billion and with more than 8,000 employees, supplying defence, aerospace and security solutions to the British Government and to numerous foreign government customers. In 2013 Finmeccanica (currently Leonardo) was rated the best overall supplier to the UK Ministry of Defence. The Group’s major activities included military helicopter development and manufacturing, airborne defence electronics systems, and physical and Cyber security solutions for major customers, including the UK Government, NATO and the Commonwealth Games.
From 1996 to 2005, Alberto was head of strategy, business development and mergers and acquisition for the Finmeccanica Group in Rome. Prior to this he was head of Finmeccanica in North America.
Alberto has chaired or served on the Boards of many Finmeccanica Group companies and other companies, including companies listed in Europe and in the United States.
He was Chair of the Security Business Unit of ASD in Brussels, the industry association representing defence, aerospace and security industries in Europe, from June 2014 to January 2016.

Normunds Popens is currently Deputy Director General for Implementation in the Directorate General Regional and Urban Policy of the European Commission in charge of overseeing the implementation of structural and cohesion fund programmes in EU member states and candidate countries. Before joining the European Commission in March 2011 he has occupied several posts in the Latvian diplomatic services. Notably from 2007 till 2011 he was a Permanent Representative of Latvia to the EU. Before that he dealt with European affairs as Undersecretary of State of the Latvian Ministry of Foreign Affairs. He has been also responsible for the issues of foreign trade and transatlantic relations and has worked as an Ambassador in Norway, Iceland and in the USA as a diplomat.
Vladimir Šucha is Director-General of the Joint Research Centre of the European Commission, its in-house scientific service. He was Deputy Director-General of the JRC between 2012 and 2013. Prior to that, he spent 6 years in the position of director for culture and media in the Directorate-General for Education and Culture of the European Commission. Before joining the European Commission, he held various positions in the area of European and international affairs. Between 2005 and 2006, he was director of the Slovak Research and Development Agency, national body responsible for funding research. He was principal advisor for European affairs to the minister of education of the Slovak Republic (2004-2005). He worked at the Slovak Representation to the EU in Brussels as research, education and culture counselor (2000-2004). In parallel, he has followed a long-term academic and research career, being a full professor in Slovakia and visiting professor/scientist at different academic institutions in many countries. He published more than 100 scientific papers in peer reviewed journals.
Fabrice Leggeri, has been Executive Director of Frontex, the European Border and Coast Guard Agency, since 16 January 2015, overseeing an unprecedented period of expansion at the Agency.
He joined Frontex from the French Ministry of Interior, where he ran the Division on Irregular Migration, with key responsibilities arising from Schengen-related public policies and illegal immigration. Earlier, he served as Head of the Unit dealing with cross border traffic, frontiers and visas.
Mr Leggeri has worked extensively in the area of migration and international law. Following his first stint at the Ministry of Interior, he worked as national expert at the European Commission in 2000-2003, where he contributed to drafting the Commission paper that led to the creation of Frontex.
He graduated from the École nationale d'administration (ÉNA), École normale supérieure (ENS) and L’Institut d’études politiques de Paris.
Dr. Gernot Grimm is Head of Staff Group for Technology Transfer and Security Research, Austrian Ministry for Transport, Innovation and Technology and since 01.02.2018 CEO of” Neusiedler Seebahn GmbH”. He was born on October 30, 1957 in Graz, Austria, is married and has two daughters. In 1975 he graduated from high school and started law studies at the Karl-Franzens University in Graz. There he graduated in 1980 and got a doctorate in law. In 2013 he got an honorary doctorate of Sigmund Freud private university.
After his studies he started working and coaching in different fields for many Federal Ministers. From 1986 to 2000 he was head of unit, then Head of Department for foreign trade policy. In 2001 he became CEO of Federal Institute for International Transfer of Education and Training (BIB). In the same year he structured and managed the Federal Institute for International, Education and Technology Transfer. After that he became Head of Staff Group for Transfer of Education and Training in the Federal Ministry for Education, Science and Culture.

Aija Kalnaja – Director of Capacity Building Division at European Border and Coast Guard Agency
With over 25 years of policing experience and international law enforcement expertise, Aija Kalnaja joined Frontex in June 2018, as the Director of Capacity Building Division, leading 3 units that conduct Agency’s core business: pooling of resources, training as well as research and innovation. Prior to that Ms Kalnaja led the Training and Research Unit and later Operations Department at EU Agency for Law Enforcement Training – CEPOL.
She joined Latvian Police in 1993 dealing with international crime investigations and was also responsible for heading the Latvian SIRENE Bureau as well as managing the establishment of the national bureau.
Between 2007 and 2011, Ms Kalnaja was Latvia’s Police Attaché to the United Kingdom, acting as a strategic advisor to the Latvian government on police matters and cooperation with the United Kingdom, after which she was appointed the Deputy Chief of Latvian Police.
Ms Kalnaja is a graduate of the University of Latvia, where she earned her Bachelor’s degree in Science.
His education comprises studies of Telecommunications & Electronics at the Technical University of Vienna, a PhD for Infocommunications of the ITA - International Telecommunication Academy, as well as several high-level training courses at high ranked European Institutes in Sales, Marketing, Project Management, Leadership, Corporate Management, and Controlling.
His qualifications were strengthened by his Officers Education with the Austrian Armed Forces (Mountaineers and Guards Regiment, Rank: Company Commander, Captain), his participation in NATO – SERA Course (Session European Responsables de Armament), and in high level Strategic Leadership Courses of the Austrian Defence College.
Enrique Belda-Esplugues holds a PhD from the Polytechnic University of Valencia (UPV), and a Degree in Civil Engineer (UPV), having completed postgraduate courses at the Polytechnic University of Catalonia, the Pompeu Fabra University of Barcelona, the Polytechnic University of Valencia, the École Nationale des Ponts et Chaussées of Paris, the École Nationale d'Administration (L'ENA) of Paris, the IESE Business School and the University of Navarra, as well as in the National Institute of Public Administration (INAP) and the Spanish Diplomatic School (Ministry of Foreign Affairs and Cooperation).
Career Officer of the General State Administration, he is currently the Deputy Director General of Communication and Information Systems for Security in the Spanish Ministry of Interior. He was previously working as: Deputy Director General on Road Traffic Technologies in the Ministry of Interior and Lecturer in the Superior Technical School of Civil Engineers of the Polytechnic University of Valencia; he also worked in the private sector as Chief Engineer for the construction of public works and project management.
Dr Belda has received 11 awards and recognitions, both national and international, throughout his professional career. He has written seventeen (17) articles in national publications and six (6) articles in international publications.
Prof. Ferryman is a data scientist and leads the Computational Vision Group within the Department of Computer Science, School of Mathematical, Physical and Computational Sciences (SMPCS), University of Reading. His current research interests include multimodal biometrics, automated video surveillance and benchmarking. He is the author of more than 100 scientific publications. He has participated in a wide range of UK and EU funded research programmes including, under border security, the EU EFFISEC project (FP7-217991) on efficient integrated security checkpoints, the EU IPATCH project (FP7-60756on automated surveillance and decision support system for detection and classification of piracy threats to shipping, and the EU FastPass project (FP7-312583) on development of a harmonised modular reference system for all European automated crossing points, the latter of which he led the largest technological workstream on traveller identification and monitoring. Prof. Ferryman currently coordinates the EU PROTECT project (H3020-700259, 2016-2019) on exploration of current and future use of biometrics in border security and is a partner in the EU FOLDOUT project (H3020-787021, 2018-2021) on development of an effective and robust intelligent detection platform for border surveillance in harsh environments. Prof. Ferryman is a member of the British Computer Society and has acted as the Director of both the British Machine Vision Association and the Security Information Technology Consortium. Since 2000, he has been a Co-Chair of the IEEE International Workshop on Performance Evaluation of Tracking and Surveillance.

Prior to 2000, he worked for the European Community Shipowners’ Associations (ECSA) in Brussels. He studied Business Administration in the University of Athens, and holds Master's degrees of European Economics and of Maritime and Aviation Law, both from the University of Brussels.
Dan Chirondojan is Director of the Directorate for Space, Security and Migration (since 2016) in the Joint Research Centre, the scientific and knowledge service of the European Commission. The mission of the Directorate is to focus on aspects regarding technology innovation in security, emergency preparedness, disaster risk management, cyber security, hybrid threats, transport and border security, safety and security of buildings and public spaces, space infrastructures as well as migration. Prior to that, for five years he was Director being responsible for the management of infrastructure and services for the JRC site of Ispra, Italy (the third largest site of the Commission). Before joining the European Commission, he spent 17 years in the private telecommunications sector in Romania, being in charge with operations and development of the infrastructure associated with the radio and fixed networks, business continuity planning, security risk assessment and crisis management. Between 1997 and 2001, he held various positions in the Romanian public administration in the area of ICT regulations, regional implementation of Government policies and civil protection. Mr. Chirondojan holds a degree as Engineer in Electronics and Telecommunications, at Polytechnic University of Bucharest, Romania and an MBA in "Economies in Transition and Managing Global Companies", at Vienna University of Economics and Business - WU Wien, Austria.
He is currently Head of National and International Technical Collaborations within the Directorate for Innovation and Technology Governance of Leonardo S.p.A. , one of the major global players in the Aerospace, Defence and Security industry. He is Chairman of the Integrated Border Security Working Group of EOS – the European Organization for Security, the voice of the European security industry and research community. He is also Deputy Head of Italian Delegation to the NATO Industry Advisory Group (NIAG). Previously, at Selex Sistemi Integrati, he has been Head of Institutional Relations, Head of Product Development. In the Alenia Marconi Systems (AMS) - Finmeccanica - BAE Systems Joint Venture he has been Director of Business Customer Support Unit for Air Traffic Control (ATC) and earlier Director of External Relations and Marketing Communications. He has previously been Detached National Expert and Auxiliary Agent at the European Commission - General Transport Directorate (1992-1996). His work began in Selenia - Stet Group in 1989. He graduated in Mechanical Engineering - Energy / Management Address in 1988 in Rome, La Sapienza. He speaks fluently English and French; he is familiar with Spanish and Danish. Sandra Isabel Cortinhal Parreira da Silva was born in 1971 in Barreiro.She holds a Degree in Management from the Higher Institute of Economics and Management (ISEG), the Technical University of Lisbon.
She began her professional activity at the Water Institute, I. P, as a Head of Division in the Administrative and Financial areas. Since 2013 she has held positions at the Directorate-General for Maritime Policy, initially as a Head of Division of Investments and Planning and currently she is a Programming Services Director.
Her expertise is on the management of National, European and other funding instruments, namely: EU funds, from the perspective of the beneficiary and from the perspective of the Managing Authority, of the European Economic Financial Mechanism (EEA Grants), was responsible for the management of the " Programme PT02 - Integrated Marine and Coastal Waters Management" of the EEA Grants 2009-2014 and currently under the new Blue Growth Program of EEA Grants 2014-2021, as well as the Blue Fund, which aims the development of the sea economy, scientific and technological research, protection and monitoring of the marine environment and maritime safety and security.
Within the scope of her duties as DGPM's Director of Programming Services she has been responsible for the areas of Integrated Maritime Surveillance, in particular the implementation of the EU Integrated Maritime Policy (IMP) and the Common Information Sharing Environment (CISE) and also the National Integrated Maritime Surveillance and Monitoring project (NIPIM@R) focused on the interoperability of information sharing between the seven maritime communities in Portugal.
Sandra Silva is also responsible for Pre-Commercial Procurement of the Marine-EO Project to promote the exploitation of the information produced by the Copernicus Program through the development of innovative solutions to address the critical challenges facing Europe today in the maritime and marine environment, in particular the monitoring of the marine environment and climate change, and at the same time illegal migration and border security, and maritime safety.

Gilles PELAYO is the Head of the Unit managing the 'Europe for Citizens' programme at the European Commission's Education, Audiovisual & Culture Executive Agency (EACEA).
This programme funds projects from both local authorities and civil society organisations that aim at:

- contributing to citizens' understanding of the Union, its history and diversity.
A graduate from SciencesPo, Gilles has been working for over 20 years at the European Commission, first in positions dealing with the Union's external relations (democracy & human rights promotion in the Western Balkans; relations with Latin America), and more recently in the Home Affairs department (fight against organised crime, in particular corruption).
Ingrid Nyborg has a PhD in Development Studies from the Norwegian University of Life Sciences, Department of International Environment and Development Studies, with earlier degrees in International Agricultural Development and International Relations from University of California, Davis. She has 30 years of research experience in rural livelihoods, humanitarian assistance, human security, gender and development, focusing on participatory methods and co-production of knowledge with local organizations as an example of capacity-building research. She currently specializes in post-conflict and post-crisis development in South Asia, and is leading the EC Horizon 2020 research project ‘Community-Oriented Policing (COP) and Post-Conflict Police Reform’, a global study (11 country cases) of alternative, non-militarized forms of policing focusing on trust-building, broader understandings of security, and the use of ICT.
Maggie Mort is Professor, Sociology of Science, Technology & Medicine, Dept of Sociology, Lancaster University, UK. She Coordinated the EU Horizon 2020 project CUIDAR: Cultures of Disaster Resilience Among Children and Young People, and lead the Children, Young People and Flooding ESRC research. She teaches and supervises in disaster studies, patient safety, medical uncertainty and health policy and has published widely on the social effects of disaster and technological change in health and social care. Georgios Kolliarakis is Advisor for Research Strategy at the German Council on Foreign Relations in Berlin. Georgios has a track record in the analysis of strategic, regulatory, and organisational impacts of security policy. He advises national ministries and international organisations on anticipatory governance of security-related technology R&D and its interface with policymaking. After his Engineering studies, Georgios earned a Master’s degree in Political Geography, and a PhD in International Politics. Richard is the Managing Director of Intensive Engagement Limited. Following 30 years in police operational command roles Richard undertook a Master’s Degree at Cambridge University. His thesis focussed on effective community engagement in complex and challenging locations. As part of the CENTRIC team Richard developed an evaluation framework for the EU Horizon 2020 Unity Project. The framework was successfully applied at all the EU pilot locations. Richard is currently providing advice and support to leaders and practitioners in police forces and local authorities across the UK who seek to develop more effective engagement in complex and challenging locations. He is an associate at the UK College of Policing where he is a visiting speaker on the International Leadership course and part of the national peer review team. Richard is a Fellow of the Royal Society of Arts. His work with Muslim communities following the London bombings of 2005 received nationally recognition by the National Association of Muslim Police.

Alexander Almer is head of the Geoservices & Multi Sensor Applications unit at JOANNEUM RESEARCH. He has been acting as coordinator in national research and commercially targeted projects. He has been participating also in EU and ESA projects. Furthermore, he has been lecturer at the Graz University of Technology, Montanuniversität Leoben and UMIT. He has more than 100 publications in the field of Security, Mobile Computing, Remote Sensing and Image Processing. The research interests concentrate on Security Research including Remote Sensing, multi-sensor analysis, Geo-Information and Decision Support Systems. He has more than 10 years’ experience in the field of emergency and disaster management.
Dr. Ivonne A. Herrera is a Senior Scientist at SINTEF and Associate Professor at the Norwegian University of Science and Technology in Norway. She has degrees in electrical engineering (Colombia), Masters in Aeronautical maintenance and Production (France) and PhD in Safety Management and Resilience Engineering (Norway). She has more than 20 years' experience within the industry and research for aviation, petroleum and recently healthcare domains. Since 2006, she performs research in the area of resilience. Other research areas include safety management, risk governance, societal safety and innovation management. She has been vice-chair of the Scientific Committee of Clean Sky Joint Undertaking. Ivonne currently co-leads STERNA project cooperation Norway – Brazil, high-level education on resilience. She is Project Coordinator of the recently finished H3020 project DARWIN Expect the unexpected and know how to respond addressing operationalization of resilience for crisis management. She was guest editor to journal Reliability Engineering & System Safety on a special issue on Resilience Engineering.
Marc Castellnou is President of the Pau Costa Foundation and Incident Commander and Strategic Wildfire Analyst for the Catalan Fire and Rescue Service since 1999. He is also Director of the prescribed burning program in Catalonia since 2001. Marc has filled various international fire specialist positions, including: senior expert for the European Forest Institute 2014, technical expert for the European Civil Protection Mechanism, member of the European Mission on Chile wildfires in 2017, and member of the Independent Technical Commission for Portugal fires in 2017. In 2015, he received the International Association of Wildland Fire Safety Award and in 2017 the Montero de Burgos Award for fire ecology public communication from the Official College of Forestry Engineers in Madrid.
Nacira works as Head of unit for "Disaster Risk Reduction, European Voluntary Humanitarian Corps" the European Commission. Prior to joining this unit, she worked in the Security Directorate of the European Commission Directorate General or Migration and Home Affairs (2015-2017).
Nacira Boulehouat has worked in different assignments under the EU Common Foreign and Security policy, notably in relation to the Middle East and the European Neighbourhood for 10 years. She was deputy head of the Middle East at the European External Action Service, dealing with the Syria crisis and its regional ramifications from 2011 to 2015. Before that, she has worked on the enlargement policy at the time of negotiations for the accession of ten countries to the EU and was posted in the EU Delegation to Cyprus from 1998 to 2000.
Stefan Tangen is a senior advisor at the Swedish Civil Contingency Agency where he works with international relations and standardization activities. He currently serves as the Chair of the Capability Gap committee within the International forum to advance first responder innovation. For the past 13 years he has been working internationally mostly with various standardization committees related to security, crises management and risk management both within CEN (the European standardization organization) and ISO (the International standardization organization). He served as secretary for several committees, for example ISO/TC 223 on Societal security. Currently he is Convenor of a communication group for ISO/TC 292 on Security and resilience and active in numerous of international standardization projects. He became a civil engineer at the Royal Institute of Technology in 1999 and holds a PhD in Production Engineering.
Montserrat Marín FERRER
Montserrat Marín Ferrer joined the European Commission's Joint Research Centre in 2002 as PhD Student coming from the Department of Ionizing Radiation Physics (Autonomous University of Bellaterra, Barcelona), where she worked as associated lecturer. Her PhD project consisted in the development of a Neutron Detector for Nuclear Safeguards activities. She was appointed Technical Manager of the Illicit Trafficking Radiation Assessment Program (ITRAP+10), a program initiated by the European Union and the United States, in cooperation with the International Atomic Energy Agency (IAEA), that highlighted the importance of nuclear security and promoted systems and measures for the prevention of, detection of, and response to nuclear or other radioactive materials out of regulatory control. Montserrat has worked in the field of Nuclear Emergency Preparedness and Response before being nominated Coordinator of the Disaster Risk Management Knowledge Centre (DRMKC). At the DRMKC she is currently dealing with actions meant to provide Scientific support for the efficient and coherent implementation of different policies and agreements in the context of Disaster Risk Reduction, such as European Union of Civil Protection Mechanism, the Paris Agreement, the Sustainable Development Goals and the Global Sendai Agreement for Disaster Risk Reduction.
Frédéric Domps is a Senior Policy Officer at the European Commission and works in the Galileo Program Management Unit. He is currently responsible for the development of the Galileo Emergency Warning Services and the associated technical cooperation with Japan.
Frédéric joined the European Commission in 2009, initially working on the procurement of the Galileo system, then on the preparation of the Galileo Initial Services.
Frédéric holds an engineering degree from Ecole Centrale de Lille, France, and a Master of Science in Astronautics and Space Engineering from Cranfield University, Bedfordshire, England.
Dr. Boris Hemkemeier is Director for Security Consulting & Research at Commerzbank in Germany. He brings more than 10 years of experience in combatting cybercrime and customer security. Boris studied mathematics and philosophy and holds a PhD in mathematics. He contributed to the development and introduction of a user-friendly, innovative two-factor authentication method, which is now used by many banks all over the world. He is a co-founder and co-organizer of an annual national cybercrime conference for law enforcement and banks, which has been taking place for ten years. Another focus area is web application security and his engagement for the OWASP project with its European and German conferences.
For many years Boris assists the Commission as an independent expert on the evaluation of research proposals and project monitoring. Currently he is a member of the Horizon 2020 Protection and Security Advisory Group (PASAG).
Cheryl Baker is the Director of the Centre for Cybersecurity & Cybercrime Investigation (CCI) at University College Dublin. Cheryl is a member of the Europol Academic Advisory Group and a founding member of the European Cybercrime Training & Education Group (ECTEG). Having led CCI since its establishment in 2007, Cheryl is committed to the mission of supporting law enforcement in the fight against cybercrime, and has coordinated a number of EU funded projects that reflect this goal. Cheryl is a strong advocate of active law enforcement involvement in research projects that are targeted at the LE community. One such example is FREETOOL, under which CCI worked with experts from 16 different law enforcement agencies, developing free forensic and open source intelligence gathering tools. To date, LE agencies from 54 countries have requested access to the tools. Cheryl is currently a partner in the H3020 ILEAnet project, the objective of which is to develop a network to support better alignment between the needs of the security practitioner, and relevant R&D project outputs.
After studying physics at Bristol University, Graham worked from 1983-1995 as a nuclear engineer on various U.K. nuclear power stations. He then joined the European Commission to develop assistance programmes to nuclear regulatory authorities in Central and Eastern Europe.
In 2000, he joined a team that was preparing a major reform of European chemicals regulation, work which led to the adoption of the REACH regulation in 2006. He became head of the REACH unit in 2008.
From 2013 until 2016, he was head of unit for research into civil security and industrial policy for the security industry.
Since October 2016, he is head of unit for cybercrime in DG HOME of the European Commission. The unit's responsibilities include development of policy and legislation to address all aspects of cybercrime. This includes illegal content, with a focus on addressing child sexual exploitation.

Julia Davidson, PhD is Professor of Criminology in the Department of Business and Law at the University of East London. She is one of the UKs foremost experts on policy, practice and offending in the area of child online abuse and cybercrime. She plays an active role in key national committees such as the UK Council for Internet Safety (Chairs the Evidence Group) and provides expert advice to national and international organisations such as NICE, the Home Office, the National Crime Agency , UNICEF , Europol, the US Sentencing Commission, the US Department of Justice and the UN ITU. She is a member of the Europol EC3 Expert Academic Advisory Group. She has directed a vast amount of research spanning 30 years, recent examples include European Commission funded studies in 5 EU countries exploring offender online grooming and exploring industry and policing practice in the prevention of online offending http://www.euchildsafetyonlineproject.com/. She has also recently co-directed a study exploring young peoples pathways into cybercrime undertaken in collaboration with the Europol Cybercrime Centre (EC3) and University College Dublin and is currently directing research exploring the motivations of ethical hackers. She has also acted as an advisor on child online safegurading to governments and practitioners in South America , Africa and the MENA region, recently helping the Kingdom of Bahrain to develop a national Internet Safety policy Framework ( 2010, 2016).
Professor Davidson has worked with the media since 2003 working on live and recorded interviews for the BBC News, BBC World News, ITV, C4, BBC R4 News , BBC R4 Woman’s Hour. She has also worked on documentaries and has published widely in the cybercrime and child Internet safety area, she has written 5 books and many academic articles, her latest book : Child Abuse and Protection: Contemporary issues in research, policy and practice ( Davidson J & Bifulco, A) will be published by Routledge in 2018. She has a PhD in Criminal Justice Policy from the London School of Economics and Political Science and was made Honorary Research Fellow at Royal Holloway University of London in May 2010 and has been Adjunct Professor in the School of Law at QUT, Australia . She is a Fellow of the UK Higher Education Academy.
Philipp is the Head of Strategy of the European Cybercrime Centre (EC3). EC3 Strategy is responsible for the delivery of strategic, situational and tactical cyber-related products such as the Internet Organised Crime Threat Assessment (IOCTA). Other key areas of responsibility include prevention and awareness, outreach, stakeholder management, training management and internet governance.
Prior to joining the EC3, he held management positions with the Organization for Security and Co-operation in Europe, the Organisation for the Prohibition of Chemical Weapons and the International Criminal Court.
Philipp has more than 17 years of relevant working experience and hands-on skills in information and cyber security management, policy development, combatting cybercrime, electronic evidence management and the analysis and management of intelligence.
He has worked in various fields, including the financial sector, global disarmament and arms control, CBRNe, law enforcement and international law. He is also a member of ENISA’s Permanent Stakeholder Group and the program advisory board of the Cyber Akademie.
Philipp’s professional experience is complemented by a PhD degree and a Master’s degree in business informatics from the University of Vienna. He also holds an MSc in Forensic Computing and Cybercrime Investigation from the University College Dublin.
After 30 years as police officer in the Belgian federal police, among which more than 15 years dedicated to computer forensics and cyber crime fighting, Yves Vandermeer is currently lecturer in the Norwegian Police University College.
Master in Computer Forensics, and developer of software specialised in the computer forensics he performs currently a PhD focusing on the electronic evidence eco-system.
He is the chair of ECTEG, the European Cybercrime Training and Education Group, where he contributes to the creation of specialised lessons available for Law Enforcement in cooperation with Europol-EC3, CEPOL, Council of Europe and other EU cybercrime related projects. Babak Akhgar (PhD , FBCS) is Professor of Informatics, Director of CENTRIC (Centre of excellence in terrorism, resilience, intelligence and organized crime research) He has extensive and hands on experience in development, management and execution of ICT projects in large international security R&D initiatives (e.g. Counter terrorism , Application of social media in crisis management, intelligence based combating of terrorism, Gun crime, cyber security, and Big Data analytics) with multi million Euros budgets. Prof Akhgar is founder of CENTRIC OSINT Hub, which provides law enforcement agencies with state of art capabilities to conduct wide range of open source based investigation from Organised Crime network to Counter Terrorism. He has more than 120 refereed publications. He has written and co-edited 12 books on Intelligence management, Cyber Crime and Counter Terrorism related topics. Prof Akhgar was Trustee of Police National Legal Database (PNLD) for 2 years. Prof Akhgar is member of academic advisory board of SAS UK and Board member of European Organisation for Security.

Vito Morreale is the Director of the Industry and Security Technologies, Research and Innovation (IS3) laboratory at ENGINEERING Ingegneria Informatica. He coordinate more than 70 researchers (based on Palermo, Trento, Rome, Lecce, Naples, Siena, Milan) plus several dozens of software developers and functional analysts, involved in more than 35 running European and National research projects. Among such projects implemented by the IS3 lab within European consortia, DANTE, ASGARD, SURVANT, ANITA, and TRILLION address the counter terrorism topic or develop technologies and solutions that are relevant for counter terrorism. In the security domain, the IS3 Lab also addresses the topics of Critical Infrastructure Protection and DisasterResilience, Border and External Security and Digital Security, as well as Defense. Since 2002, he has been coordinating several complex research projects. His scientific background, expertise and experiences include Artificial Intelligence (AI), Agent-Oriented Computing (AOC), Software Engineering, Service-Oriented Computing (SOC), Big Data. He is the author of more than 30 scientific papers.
Emmanuel Saliot is a French senior civil servant at the Ministry of Economy and Finance (Inspection générale des finances) with 22 years of experience in the public sector. He is currently seconded as an adviser on Security and Defense at the Council of the EU since January 2017, leading on various issues including cybersecurity and new technologies, counterfinancing, Sub-Saharan Africa, CBRNe, development and defense policy.
Since 2010 he was serving at the Ministry of Economy and Finance. During this period, he participated and led some audit missions on various public policies for the Government. In addition, he hold the position of Chief of Operating Officer of the French African Foundation for a shared growth, aimed at creating a network of African and French businessmen (2014-2016), and he was sent as an expert on economic topics in the Cabinet of the European Commissioner for Trade for 5 months (2012).
He was previously a senior supply officer in the French Navy, where he served for almost 15 years (1996-2010). He started as a supply officer on board 3 warships (missions in Mediterranean, Adriatic, Africa, Gulf, Indian Ocean, Pacific and South-East Asia), was appointed head of counter pollution and maritime litigation at the Maritime Coastguard Agency for Channel and North Sea, then joined the cabinet of the Chief of Defence in Paris before joining the cabinet of the President of the EU military Committee in Brussels.
Emmanuel Saliot is graduated in Politics (Sciences Po Paris, 1996) and in European Law at Free University of Brussels (2008). He is a member of the German Marshall Fund (MMF alumni) and currently lecturer at Sciences Po Paris in public policy management.
Jonathan Middleton is the Temporary Head of International Programmes within PSNI. Jonathan Middleton has been a Project Manager within the International Programmes Office for over five years. He has over 28 year's project management experience including international research and innovation projects; international conflict, stability and security funded projects and within the construction sector, 19 of which have been spent within the Police Service of Northern Ireland and the UK Ministry of Defence. He is responsible for managing the PSNI participation in H3020 projects which includes the Project Coordinator role for the H3020 TENSOR project. He also has experience as Work Package leader, Dissemination Manager, Scientific Referent and Project Security Officer in FP7 and H3020 projects, including HOMER, EXERTER, CONNEXIONs, ILEAnet and Prophets.

Andrea Soehnchen is a graduated Civil Engineer, specialised in infrastructure and transport planning. She joined UITP in 2001 as a European Project Manager and built up UITP’s security related activities in the wake of the bombings in Madrid and Moscow. After some years working for Securitas, a leading private security company, Andrea joined UITP again and took responsibility for service and product development.
Catherine Piana is the spokesperson for Private Security Services across Europe (since 2014) and for Aviation Security Services internationally since 2016.
At a strategic time for private security industry, she aims to increase its visibility and demonstrate its willingness and ability to contribute to the global security offer, in partnership with public law enforcement agencies and relevant stakeholders, so as to form a security continuum.
Her priorities as the Director General of ASSA-i and CoESS, include Transport Security, Insider Threat, the protection of Critical Infrastructure as well as of public spaces. Catherine coordinates the work on all these issues, and is active in the standardisation activities on behalf of the private security industry, as the Chair of CEN TC 439 “Private Security Services” and a member of ISO TC 292 “Protective Security”.
A professional European lobbyist since 1990, Catherine has been in a European Association leadership role since 1997.
Hans Das joined the European Commission in 2004. In May 2010, he was appointed Head of DG ECHO's Emergency Response Unit, where he coordinated the EU’s response to various natural and man-made disasters. In March 2012, he was appointed Head of the Civil Protection Policy Unit. In this capacity, he has led inter alia the negotiation of the European civil protection legislation and the Emergency Support Instrument. Since October 2016, he heads the unit dealing with terrorism and radicalisation in DG HOME.
Hans Das holds a Ph.D degree in public international law and started his career at Leuven University. From 1997 to 1999, he was Head of the Legal Department of the International Commission for Real Property Claims of Refugees and Displaced persons (CRPC), established by the Dayton Peace Agreement, in Bosnia and Herzegovina. Afterwards, he served as a consultant on post-war property restitution issues to the UN in Kosovo (1999-2000).
With an Electronic-Engineering background, his professional carrier started as Specialist in Multimedia Research & Development and Software Architectures. While continuing the engagement in National and EU funded Research & Innovation projects, his activity afterword focused on the development of real time functions for innovative Radar-Sensors and Air Traffic Management Systems. Experienced in satellite market studies and manager for an ESA funded project on Satellite/Internet based e-commerce system, Nicola also coordinated the ARTEMIS-JU “Security, Privacy and Dependability” working-group, addressing the EU industrial R&D for the Embedded System, as well as the large project SHIELD funded in the field. Seconded in EOS (European Organisation for Security), he has followed the activities of the working-groups dedicated to the Border Security sectors and the Civil Protection Area – also as manager for the CRISYS project - together with some other R&D projects in the Supply Chain Security area. Recently he enlarged his attention to different challenges for the EU security via his participation at the EOS Board and the Security Business Unit in ASD (Aeronautics, Space and Defence) Association.
Sébastien VIANO gained Master’s Degrees in International Relations from the University Paris 1-Panthéon Sorbonne and in European Politics from the Brussels Institute for European Studies. He also holds the diploma of the Bordeaux Institute of Political Studies and studied European and International affairs at the University of Hull. He has conducted research on child soldiers, security in the Euro-mediterranean area, paradiplomacy of cities. From 2005 to 2008, he worked as Finance and Contract officer in DG External Relations especially on grants and the EU’s stability instrument. From 2009 to beginning 2015, he served as Parliamentary assistant in the European Parliament providing political advice to MEPs in the following commitees : ITRE, ENVI, AFET, IMCO. Since March 2015, he has joined the City of Nice and the Metropole Nice Côte d’Azur as Director of European Affairs and External Funding, working in particular on security issues.
Policy Officer, Inclusive Growth, Urban and Territorial Development, DG REGIO
Albin Slabe started his work in the Police in 2000 as a Police Inspector in Analyst Department. After 2005 he was working in the office of the director general of the police, where he was responsible for the coordination of the work between ministry and police. In 2014 he was appointed as the head of the subgroup for the police and judicial cooperation in criminal issues and for the operational cooperation in the area of the internal security. He was also adviser to the director general of the police for the area of international cooperation. In 2016 he was appointed as a project manager of the First Line project. Since September 2017 he is working at the Permanent Representation of the Republic of Slovenia to the EU as a Justice and Home Affairs Counsellor for the area of countering terrorism and organised crime.
Alexandra Antoniadis is the Head of Sector for preventing violent radicalisation within the European Commission’s DG HOME since July 2013 and Coordinator on Radicalisation of the Security Union Task Force within the European Commission since October 2018. In this double function she is not only responsible for initiatives and networks aimed to prevent and counter radicalisation within DG HOME (such as the Steering Board on Radicalisation, the Network of Prevent Policy Makers, the Radicalisation Awareness Network and the EU Internet Forum), but is also coordinating relevant actions among the different services of the European Commission and between the main stakeholders in the Member States. Alexandra Antoniadis passed the Second State Examination in Law at the University of Hamburg in 1999. Earlier she obtained a Licence spéciale in European Law and a specialisation in International Economic Relations. In 1995, she started her career in the law firms Bruckhaus Westrick Stegemann and Deringer Tessin Herrmann Sedemund in Brussels. Between 1999 and 2003, she was active in the field of Competition and State Aid at the EFTA Surveillance Authority. In 2003, she entered the European Commission, where she worked on state aid control within DG COMPETION until 2008 and on Competition Law in the Legal Service from 2008 to 2013.
Frédérique SEGOND, HDR, recently joined Bertin IT as Director of the "Intelligence" division. Prior to that, she was Director of Partnerships and Innovation at Grenoble Alpes University after having spent 6 years at Viseo, where in 2011, she created and managed the Research Center on Data Analysis. She is currently also Associate Professor at the National Institute of Oriental Languages and Cultures where she teaches Knowledge Representation and Information Retrieval. Frédérique spent 18 years at the Xerox European Research Center in Grenoble where she held Principal Scientist and head of research group positions, specialized in Natural Language Processing. Throughout her research career, she has defined, worked and managed around thirty collaborative National and European research projects. She also worked at the IBM France Research Center, the IBM Watson Research Center in Yorktown, USA and was Senior Lecturer at Telecom Paris Sud.
Frédérique is co-author of six books, more than 70 scientific articles and 5 patents and regularly provides her expertise to various national and international entities. She was also, for 6 years, the President of ATALA (Association for the Automatic Processing of Languages).
Dr. Maura Conway is Professor of International Security in the School of Law and Government at Dublin City University (DCU) in Dublin, Ireland and Coordinator of VOX-Pol, a EU-funded project on violent online political extremism (voxpol.eu). Prof. Conway’s principal research interests are in the area of terrorism and the Internet, including cyberterrorism, the functioning and effectiveness of violent political extremist online content, and violent online radicalisation. She is the author of over 40 articles and chapters in her specialist area(s). Her research has appeared in, amongst others, Studies in Conflict & Terrorism, Media, War & Conflict, Parliamentary Affairs, and Social Science Computer Review. Prof. Conway has presented her findings before the United Nations in New York, the Commission of the European Union in Brussels, the UK House of Lords, and elsewhere. She is a member of the Academic Advisory Board of Europol’s Counter-terrorism Centre.
Merel Molenkamp MA MSC is a senior expert and programme manager for the Radicalisation Awareness Network (RAN) project of the European Commission. Her academic background is in international relations and business administration. Before joining RadarAdvies and RAN she worked in the non-profit sector on socio-economic projects focused on building bridges between higher education and urban social development programmes. Within RAN, mrs. Molenkamp has developed her expertise on prevention of radicalisation. Especially in the areas of: online prevention, the role of youth, families and communities, prisons and probation and evaluation of CVE programmes and interventions
Dr. Veronika Hofinger is a senior researcher and scientific coordinator at the Institute for the Sociology of Law and Criminology (IRKS) in Vienna. She is a sociologist working in the field of criminal justice with a focus on extremism and radicalisation, recidivism and desistance, and prison studies. She has evaluated the de-radicalisation programme of the Austrian prison system. Just recently, she completed a study investigating radicalisation processes with Austrian juveniles. She has been involved in several international projects on justice and security issues, e.g. on desistance and restorative justice. Hofinger is currently coordinating a project called DECOUNT (Promoting democracy and fighting extremism through an online counter-narratives and alternative narratives campaign) funded by the Internal Security Fund of the European Commission.
Matthias Oel is Director for Migration, Mobility and Innovation in DG Migration and Home Affairs, European Commission. Before assuming this position in May 2017 he was Director for Migration and Security Funds in the same DG from January 2016, Head of Unit for Asylum (as of April 2012) and Special Adviser in the Cabinet of the President of the European Council Herman Van Rompuy (as of January 2010).Matthias Oel started his career in the German Federal Ministry for Economics and joined the European Commission for the first time in 1995 as Seconded National Expert in the Cabinet of Commissioner Dr. Monika Wulf-Mathies (Regional Policy). In 1997 he moved to the Permanent Representation of Germany to the EU where he worked as Counselor for Industry and Regional Policy during the German EU-Presidency 1999. Afterwards he became a Commission official and worked as Parliament and Council coordinator and Assistant to the Director General for Personnel and Administration. From 2004 to 2006 he was Member of the Cabinet of Vice-President Günter Verheugen mainly covering the Industry Policy dossier.In 2006 he was seconded to Berlin where he worked as Head of the Task Force "2007 EU-Presidency" and subsequently Director for European Union Affairs in the Federal Ministry of Interior until joining the Cabinet of President Van Rompuy.
