Background and topic of the meeting
Working online is an increasingly important aspect of P/CVE practitioners’ work, a development that has been going on for years, and which received a significant push during the pandemic, when offline life was severely restricted. In recent years, RAN Practitioners has therefore continuously addressed the topic of online P/CVE work and related topics such as extremist content and recruitment online. The RAN Practitioners thematic event on ‘Online interventions,’ which will take place in Zagreb (HR) on 24 April 2024, will focus on the online dimension of first line practitioners’ daily practice. We will exchange on online interventions and how first line practitioners do (part of) their job online. We will also explore online referrals mechanisms and how online-offline interventions can be integrated. The target audience for this meeting is very specific: we will only invite P/CVE practitioners who have experience with working online and only exit workers, youth workers and community police officers.

This event builds on previous meetings such as the C&N WG meeting ‘Digital frontrunners: key challenges and recommendations for online P/CVE work’ (June 2022), the LOCAL WG meeting ‘How to deal with the local impact of online (extremist) activities’ (June 2022), the RAN cross-cutting event ‘The online dimension of extremism and improving online P/CVE efforts’ (September 2022) and the Y&E WG meeting ‘Integrating the online dimension into offline pedagogical practices’ (May 2022).
Some challenges and questions that have been identified in the abovementioned meetings regarding working online and creating and implementing online interventions are:
- Supply side (practitioners)
- How to work with the rules imposed by the GDPR?
- How can practitioners’ safety be ensured online?
- What are the advantages of P/CVE work online and how to best make use of these advantages?
- How does the digital caseload coincide with the current caseload and workflows?
- Demand side (users/clients)
- Is a fully online intervention sufficient, or should it be combined with an offline counterpart?
- How can practitioners build trust online?
- Should practitioners be more reactive or proactive when identifying and targeting potential clients online?
- Collaboration
- How do you translate an offline multi-agency structure to an online setting?
- How can practitioners stay up to date on the ever-changing digital landscape?
- What would be the necessary conditions for tech companies to refer users to practitioner support services for tertiary prevention?
- Are there useful precedents from adjacent fields that can help us learn how best to achieve effective online-offline referrals to practitioner support services?
Objectives of the meeting
The aim of this meeting is to:
- assess, based on formerly identified challenges for practitioners working with clients online, consequences these challenges have for their daily work;
- identify practical solutions for these challenges, both cross-sectoral and for each of the professions separately.
Call for participants
We are currently inviting participants from three Working Groups’ constituencies to respond to this call; exit and probation workers (Rehabilitation WG), community police officers (POL WG) and youth workers (Y&E WG) who already have experience working with clients online and wish to exchange views with practitioners from other fields on how to best approach their online work and interventions.
