Action plan 2021-2027 tracker: building strong partnerships

The 2021-2027 Action plan on integration and inclusion sets the following goals in relation to building strong partnerships:

  • all relevant stakeholders are empowered and enabled to contribute to the integration process
  • multi-stakeholder partnerships are built at EU, national, regional and local levels 
  • a structural and open dialogue exists between the European Commission and key integration stakeholders

1. Strengthen the European Integration Network (EIN)

This action is continuous, with more initiatives expected to take place until 2027. The European Integration Network (EIN) brings together representatives of national public authorities responsible for migrant integration in the 27 EU countries as well as Iceland and Norway. The network continues to meet twice a year, with the last meeting held in Belgium in December 2024.

Through mutual assistance projects, EIN members create partnerships and exchange on good practices. For example, in 2022, Greece, Austria and Italy have exchanged good practices on better coordination between local and regional authorities and national governments through a mutual assistance project. ImplementationThis action is continuous, with more initiatives expected to take place until 2027. The Transnational Cooperation Platform funded under the 2021-2027 ESF+ addresses migrants and refugee projects through a dedicated Community of Practice (CoP) on Migrant Integration launched in October 2023 this CoP. The CoP supports mutual learning among the ESF+ country-level managing authorities.

4. Support local and regional authorities

The EC and CoR partnership for EU support for local action was launched in March 2021, with the EC organising follow-up activities such a debate on the topic of supporting EU cities and regions by funding inclusive communities through the current financial period.

5. Support via the Urban Agenda Partnership

ImplementationThe next plenary of the Urban Agenda Partnership on Inclusion of Migrants and Refugees took place in late 2024 in Brussels, Belgium. The next session of the Urban Academy, in turn, is planned for 2025-2026.

This action is continuous, with more initiatives expected to take place until 2027. So far it includes:

  • The Asylum, Migration and Integration Fund (AMIF)’s Thematic Facilities for 2020 and 2023-2025 focus on capacity building on the local level: for example, the 2022-2024 UNITES project develops a training on co-designing integration strategies with best practice across the EU. It will be piloted in different cities and an open-access course will be created.
  • The Urban Agenda Partnership on Inclusion of Migrants and Refugees held a study visits to Berlin and Amsterdam in 2022 dedicated to peer learning and capacity building on involving local communities.

10. Promote mentoring

  • Relevant projects funded via the Asylum, Migration and Integration Fund (AMIF) include the Orient8 project, a social mentoring program supported by smart digital tools and tailored activities, and the EMBRACIN project exploring good practices in hosting and mentoring migrants by local communities.
  • Through a mutual learning project with Sweden in 2022, the Belgian Flanders region is developing a buddy system to be in-built in their compulsory integration course for newcomers as of 2023.

11. Consult civil society and diaspora

  • The October 2021 6th EMF explored the topic ‘From pandemic to recovery: challenges and best practices in migration management’ with over 200 participants.
  • The October 2022 7th EMF was on the topic ‘Youth inclusion: key to successful migrant integration’ and gathered over 150.
  • The December 2023 8th EMF was on the topic ‘Migrants in Europe today: specific needs, skills and communication for stronger inclusion’.

12. Dialogue with foundations
