Action plan 2021-2027 tracker: building strong partnerships

This action is continuous, with more initiatives expected to take place until 2027. The European Integration Network (EIN) brings together representatives of national public authorities responsible for migrant integration in the 27 EU countries as well as Iceland and Norway. The network continues to meet twice a year, with the last meeting held in Belgium in December 2024.

Through mutual assistance projects, EIN members create partnerships and exchange on good practices. For example, in 2022, Greece, Austria and Italy have exchanged good practices on better coordination between local and regional authorities and national governments through a mutual assistance project. This action is continuous. So far it includes:

• The European Integration Network (EIN) meeting of December 2021 focused on the use of the Asylum, Migration and Integration Fund (AMIF).
• Through the Technical Support Instrument (TSI), the EC supports the Croatia to launch a policy coordination mechanism with stakeholders at national, regional and local level. TSI projects in Austria, Belgium, Cyprus, Italy, Finland, Poland, Portugal, Slovakia also contribute(d) to enhance coordination between integration stakeholders at different levels.
• Through the TSI, the EC provided technical support to Cyprus, Croatia, Finland, Greece, Italy and Portugal to improve their multi-level policy coordination on migrant integration. TSI projects in Cyprus and Finland also work to pilot regional integration networks. Austria and Italy received support under previous TSI rounds to implement their national action plan for the integration of refugees. See details in the TSI project descriptions available online.

This action is continuous, with more initiatives expected to take place until 2027. So far it includes:

• In collaboration with religious communities, the EC is working on EU guidelines for community policing.
• The initiative EU Cities against Radicalisation and Terrorism was launched in the second half of 2023.
• The Radicalisation Awareness Network (RAN) is replaced by the EU knowledge Hub on the Prevention of Radicalisation. The RAN is a network of frontline practitioners who work daily with both those vulnerable to radicalisation and those who have been radicalised.
• To strengthen inter-religious dialogue, the EC is in regular dialogue with churches, religious communities and philosophical and non-confessional organisations. A dialogue meeting discussed the Action plan on integration and inclusion 2021-2027 took place in May 2021.

This action is continuous, with more initiatives expected to take place until 2027. So far it includes:

• The EC works with the Share Network to assist rural and smaller communities in building capacity to welcome migrants and refugees.
• A joint workshop was held as part of the European Week of Regions and Cities in October 2022. The EU-wide event singled out community sponsorship as a relevant tool, and noted needs for capacity building and funding, further exploring which EU financing tools can be used.

This action is continuous, with more initiatives expected to take place until 2027. So far it includes:

• The Asylum, Migration and Integration Fund (AMIF)’s Thematic Facilities for 2020 and 2023-2025 focus on capacity building on the local level: for example, the 2022-2024 UNITES project develops a training on co-designing integration strategies with best practice across the EU. It will be piloted in different cities and an open-access course will be created.
• The Urban Agenda Partnership on Inclusion of Migrants and Refugees held a study visits to Berlin and Amsterdam in 2022 dedicated to peer learning and capacity building on involving local communities.

This action is continuous, with more initiatives expected to take place until 2027. So far it includes:

• Relevant projects funded via the Asylum, Migration and Integration Fund (AMIF) include the Orient8 project, a social mentoring program supported by smart digital tools and tailored activities, and the EMBRACIN project exploring good practices in hosting and mentoring migrants by local communities.
• Through a mutual learning project with Sweden in 2022, the Belgian Flanders region is developing a buddy system to be in-built in their compulsory integration course for newcomers as of 2023.

This action is continuous, with more initiatives expected to take place until 2027. See also reports form all editions of the European Migration Forum (EMF).

• The October 2021 6th EMF explored the topic ‘From pandemic to recovery: challenges and best practices in migration management’ with over 200 participants.
• The October 2022 7th EMF was on the topic ‘Youth inclusion: key to successful migrant integration’ and gathered over 150.
• The December 2023 8th EMF was on the topic ‘Migrants in Europe today: specific needs, skills and communication for stronger inclusion’.

The implementation of this action is pending. Further details will be added later.

Foundations have so far participated in several of the Solidarity Platform meetings organised in the context of the Russian aggression against Ukraine.
