Financial and technical assistance

Financial and technical assistance is an essential component of EU cooperation with Eastern Partnership countries in the migration area.

Such assistance is provided through an array of financial instruments. DG Migration and Home Affairs possesses its own instruments , in particular the Asylum, Migration and Integration Fund (AMIF) and the Internal Security Fund (ISF). However the financial and technical cooperation in the area of migration and security benefits to a large extend from other financial instruments, namely the European Neighbourhood Instrument (ENI) managed by DG Neighbourhood and Enlargement, which is the key financial instrument for cooperation with the Eastern Partnership countries, as well as instruments managed by DG Development and Cooperation , such as the Global Public Goods and Challenges (GPGC) and the former Thematic Programme for Migration and Asylum (TPMA), and bilateral financial assistance from the EU Member States and partner countries national sources.

These instruments and programmes help funding the actions carried out under the Mobility Partnerships and support the implementation of the visa facilitation and readmission agreements concluded with the EU's partner countries.

Examples of funded projects in cooperation with Moldova:

  • The pilot project to be taken under EU-Moldova Mobility Partnership, the so-called Targeted Initiative, aimed at strengthening Moldova’s capacity to manage labour and return migration. It started in February 2009 and ended in January 2012. It was led by the Swedish Public Employment Service in cooperation with the Moldovan National Employment Agency.
  • Currently the EU and Moldova are cooperating on the NEXUS project, which aims at developing durable capacities and systematic collaboration among national and sub-national authorities, civil society and private-sector stakeholders, by fostering links between migration and development at the local level. The project is co-funded by EU, under the TPMA, and the Swiss Agency for Development and Cooperation.

Examples of funded projects in cooperation with Georgia:

  • The Targeted Initiative under the EU-Georgia Mobility Partnership was led by the Czech Republic and funded by EU (EUR 3 millions) under the TPMA. The project lasted from 2010 to 2013. It focused on readmission and reintegration by strengthening Georgia's capacity to manage labour and return migration, facilitating labour migration, funding support for returnees, and strengthening Georgia's capacity to monitor migration flows.
  • Currently the Mobility Partnership between EU and Georgia fosters the project ENIGMMA, on Georgia's Capacities for Border Management and Migration which aims to enhance the capacities of Georgian authorities in the area of integrated border management and migration in line with relevant EU-Georgia Agreements, in particular the Visa Liberalisation Action Plan. It is funded by the EU under the ENI for EUR 16 million.

Examples of funded projects in cooperation with Armenia:

  • The Targeted Initiative in the framework of the EU-Armenia Mobility Partnership is funded under the TPMA and has been implemented since 2012. It is led by France and aims at strengthening Armenia's migration management capacities, with special focus on reintegration activities.
  • Currently the EU is co-funding the Bagratashen-Sadakhlo Integrated Border Management Project with Armenia (EUR 2.584.000 including EUR 1.716.000 from the ENI) that aims to develop effective mechanisms and concrete initiatives for preventing and combating irregular immigration, as well as improving border surveillance and border management capacities.

Examples of funded projects in cooperation with Azerbaijan:

  • The Targeted Initiative under the EU-Azerbaijan Mobility Partnership is led by ICMPD (Component 1: migration policy, Component 2: legal migration, Component 3: document security, Component 4: asylum, Component 5: reintegration). It is planned to be implemented from 2016 to 2018, and it is funded under the GPGC.
  • The ENI is currently funding the Consolidation of Migration and Border Management Capacities in Azerbaijan (CMBA) project with a EUR 2.6 million budget. This project is implemented by IOM with an overall objective of enhancing the capacities of Azerbaijani authorities in the area of migration and border management in line with relevant EU-Azerbaijan Agreements, in particular the Visa Facilitation and Readmission agreements.
