Established as European Police College by Council Decision 2000/820/JHA, CEPOL became operational on 1st January 2001 and later an Agency in 2005. As of 1st of July 2016, with the entry into application of Regulation (EU) 2015/2219 of 25 November 2015, CEPOL became the European Union Agency for Law Enforcement Training (the acronym remains unchanged).
CEPOL's mission is to support, develop, implement and coordinate training activities and learning products for law enforcement officers on issues vital to the security of the EU and its citizens. Training covers topics ranging from leadership to law enforcement techniques and from EU cooperation to economic crime and the activities are designed to facilitate the sharing of knowledge and best practices and to contribute to the development of a common European law enforcement culture.
The training activities and products include:
(a) Courses, seminars, conferences, as well as web-based, e-learning and other innovative and advanced training activities;
(b) Common curricula for law enforcement training on specific subjects with a Union dimension;
(c) Training modules graduated according to progressive stages or levels of complexity of skills needed by the relevant target group, and focused either on a specific geographical region, a specific thematic area of criminal activity or on a specific set of professional skills;
(d) Exchange and secondment programmes as well as study visits in the context of law enforcement training.
Another task of the Agency is to support Union missions and capacity-building in third countries, notably:
- By assessing the impact of existing Union-related law enforcement training policies and initiatives;
- By developing and providing training to prepare law enforcement officials for participation in Union missions, in coordination with the European Security and Defence College and existing initiatives in the Member States;
- By developing and providing training for law enforcement officials from third countries, in particular from countries that are candidates for accession to the Union and the countries under the European Neighbourhood Policy;
- By managing dedicated Union External Assistance funds to assist third countries in building their capacity in relevant law enforcement policy areas, in line with the established priorities of the Union.
Scope of the evaluation
The evaluation of CEPOL will address its relevance, impact, effectiveness, efficiency, coherence and EU added value, taking into account its performance, governance, internal organisational structure and working practices. In this context, all relevant stakeholders will be consulted, in order to gather data, facts and views. Also, the agency will be analysed against the Common Approach on Decentralised Agencies, in order to identify possible deviations from that Approach and scope for possible efficiency gains and synergies.
The evaluation will cover all pillars of the Agency’s work, encompassing both its internal and external activities, including how they cooperate with the relevant international organisations as well as with the EU institutions and bodies.
The evaluation will be conducted as to provide solid grounds for any possible decision concerning the agency's mandate.

Take part in the consultation activities
The Commission will organise a 12-week online public consultation (accessible via the Commission's public consultations page) allowing the wider public to share views and inputs between the end of 2020 and the beginning of 2021. The questionnaire will be made available in English, French and German. Replies may be submitted in any of the 24 official EU languages. The results of all consultation activities will be summarised in a synopsis report annexed to the evaluation.
