Public Consultation on the programme “Prevention, Preparedness and Consequence Management of Terrorism and other Security related risks“ (CIPS) 2007-2013

Target group(s)

Contributions are sought from individuals (experts, beneficiaries), public authorities, intergovernmental and non-governmental organisations, social partners and civil society, academic institutions, international organisations, EU Institutions and Agencies, based in EU Member States or third Countries.

The Commission would in particular like to encourage members of the following target groups to participate:

  • Individuals, EU nationals or third-country nationals legally present on the territory of one of the 28 Member States concerned;
  • Member States' public authorities (law enforcement officers), or third Countries' public authorities dealing with the programme;
  • Organisations having benefited from the CIPS projects;
  • Organisations (including non-governmental and civil society organisations, academia, research bodies, social partners, interest groups, consultancies, think tanks…).

Objective of the consultation

The aim of the consultation is to collect views and opinions on the results and impacts of actions co-financed by the CIPS programme during 2007-2013 and to assess their relevance, effectiveness, efficiency, coherence and and EU added value.

The specific programme “Prevention, Preparedness and Consequence Management of Terrorism and other Security related risks“ (CIPS) was established for the period 2007 to 2013 by Decision No 2007/125/JHA as one of two programmes under the General programme on “Security and Safeguarding Liberties“.

The CIPS programme concerns critical infrastructure and other security issues, including operational issues in areas such as crisis management, environment, public health, transport, research and technological development.

The fund supports investments related to actions on operational cooperation and coordination (strengthening networking, mutual confidence and understanding, development of contingency plans, exchange and dissemination of information, experience and best practice); analytical, monitoring, evaluation and audit activities; development and transfer of technology and methodology, particularly regarding information sharing and inter-operability; training, exchange of staff and experts; and awareness and dissemination activities.

This public consultation is part of a process to evaluate the results achieved by the actions implemented through the CIPS 2007-2013 programme and aims at offering to the stakeholders the opportunity to share their views on this matter, and gather ideas and analysis. For this evaluation, the Commission needs to gather substantial information from different stakeholders in order to contribute to making the future implementation of EU financial instruments in the field prevention of and fight against crime (i.e. Internal Security Fund – instrument for police cooperation) more relevant, effective, efficient, coherent and to achieve the higher EU added value.

Replies may be submitted in any EU official language. Given possible delays in translating comments submitted in some languages, contributions in English are welcome, as they will help the Commission to process the survey more swiftly.
