Target group(s)
Contributions are sought from individuals (experts, beneficiaries) persons, local and national authorities, intergovernmental and non-governmental organisations, social partners and civil society, academic institutions, international organisations, EU Institutions and Agencies, based in EU Member States or third Countries.
In particular, the Commission encourages the participation of the following target groups:
- Individuals, EU nationals or third-country nationals who have travelled or intend to travel across the external borders of the Member States;
- Member States' public authorities (local, regional and national), or third Countries' public authorities, dealing with international cooperation on return and migration and/or data exchange;
- Organisation having benefited from RF porjects;
- Organisations (including non-governmental and civil society organisations, academia, research bodies, social partners, interest groups, consultancies, think tanks…) having as a stated objective:
- Migrants and/or third-country nationals protection;
- The Charter of Fundamental Rights, privacy and data protection.

Objective of the consultation
The aim of the consultation is to collect views and opinions on the results and impacts of actions co-financed by the RF during 2011-2013 (annual programmes as well as Community actions) and to assess their relevance, effectiveness, efficiency, sustainability, coherence and complementarity, and EU added value.
The RF was established for the period 2008-2013 by Council Decision No 2007/575/EC as one of four funds under the general programme "Solidarity and Management of Migration Flows".
The RF supports measures targeting individuals returning to their place of origin ("returnees"), in order to ensure that their return is carried out in good conditions and to enhance the sustainability of their reintegration into the Community. Voluntary and enforced return activities are interlinked and have a mutually reinforcing effect, as a result Member States are encouraged to reinforce their complementarity in the implementation of their return policies.
This public consultation is part of a process to evaluate the results achieved by the actions implemented through the RF 2011-2013 and aims at offering the stakeholders the opportunity to share their views on this matter, and gather ideas and analysis. For this evaluation, the Commission needs to gather substantial information from different stakeholders in order to improve its return policy and to limit the conditions that foster irregular migration, as highlighted in the European Agenda on Migration adopted by the Commission on 13 May 2015.

The contributions to this public consultation will be published on Internet, unless you provide a substantial justification for your opposition to the publication of your contribution (see questionnaire). It is important to read the specific privacy statement attached to this consultation for information on how your personal data and contribution will be dealt with.
Replies may be submitted in any EU official language. Given possible delays in translating comments submitted in some languages, contributions in English are welcome, as they will help the Commission to process the survey more swiftly.

Results of consultation and next steps
The results of the public consultation have been taken into consideration for the preparation of the Commission ex post evaluation reports on the RF actions for 2011 – 2013. Explanations on how the contributions have been taken into account are provided in the report of results. For reference please see the consultation questionaire.
You will find below the contributions where the participants agreed their response could be directly published together with the personal/organisation information. The responses of those participants who agreed that their contribution could be published anonymously are included in an Excel file with the anonymised data.
The contributions of participants who did not agree to the publication of results were not published. They will, however, be taken into account when analysing the results of the public consultation.
