Target group(s)
Contributions are sought from individuals (experts, beneficiaries), local, regional and national authorities, intergovernmental and non-governmental organisations, social partners and civil society, academic institutions, international organisations, EU Institutions and Agencies, based in EU Member States or third Countries.
The Commission would in particular like to encourage members of the following target groups to participate:
- Individuals, EU nationals or third-country nationals legally present on the territory of one of the 27 Member States concerned;
- Member States' public authorities (local, regional and national), or third Countries' public authorities dealing with integration and pre-departure measures;
- Organisations having benefited from the ERF projects;
- Organisations (including non-governmental and civil society organisations, academia, research bodies, social partners, interest groups, consultancies, think tanks…), in particular having as a stated objective:
- Migrants and/or third-country nationals protection;
- The Charter of Fundamental Rights, privacy and data protection;
- Integration of third-country nationals into the European societies;
- Integration of migrants in general.

Objective of the consultation
The aim of the consultation is to collect views and opinions on the results and impacts of actions co-financed by the ERF during 2011-2013 (annual programmes as well as Community actions) and to assess their relevance, effectiveness, efficiency, sustainability, coherence and complementarity, and EU added value.
The ERF was established for the period 2008 to 2013 by Council Decision No 2007/573/EC as one of four funds under the General Programme "Solidarity and Management of Migration Flows".
The ERF supports measures facilitating the development of the Common European Asylum System (CEAS) by ensuring that EU legislation in this field is efficiently and uniformly applied. The Fund promotes national and EU initiatives which encourage legal migration in line with the labour market needs and the effective integration of third-country nationals into EU Countries.
The ERF is complementary to the European Social Fund (ESF) whose objectives include also the integration of migrants into the European labour market.
This public consultation is part of a process to evaluate the results achieved by the actions implemented through the ERF 2011-2013 and aims at offering the stakeholders the opportunity to share their views on this matter, and gather ideas and analysis. For this evaluation, the Commission needs to gather substantial information from different stakeholders in order to improve its integration policy and to facilitate the integration of third country nationals into EU Member States, as highlighted in the European Agenda on Migration adopted by the Commission on 13 May 2015.

As part of the European Transparency Initiative, the Commission asks organisations (including NGOs, trade associations, enterprises etc.) who wish to participate in public consultations to provide the Commission and the public with information about whom and what they represent, their objectives, funding and structures, by registering in the Transparency Register and subscribing to its Code of Conduct.

The contributions to this public consultation will be published on Internet, unless you provide a substantial justification for your opposition to the publication of your contribution (see questionnaire). It is important to read the specific privacy statement attached to this consultation for information on how your personal data and contribution will be dealt with.
Replies may be submitted in any EU official language. Given possible delays in translating comments submitted in some languages, contributions in English are welcome, as they will help the Commission to process the survey more swiftly.

Results of consultation and next steps
The results of the public consultation have been taken into consideration for the preparation of the Commission's ex post evaluation report on the ERF actions for 2011-2013. An overview of the contributions received from respondents to the consultation is provided in the report of results. For reference, please see the original consultation questionnaire.
You will find below the contributions where the participants agreed their response could be directly published together with the personal/organisation information. The responses of those participants who agreed that their contribution could be published anonymously are included in an Excel file with the anonymised data.
The contributions of participants who did not agree to the publication of results were not published. They will, however, be taken into account when analysing the results of the public consultation.
