New EU funding to combat trafficking in human beings

To support the fight against trafficking in human beings the Commission is making available 7 million EUR for projects.

EU funding is announced through two calls for proposals aiming to materialise priorities of the EU Strategy on Combatting Trafficking in Human Beings (2021-2025). The funding will support projects aiming to break the criminal business model of traffickers and improve action on the protection, support and empowerment of victims.

First call for proposals: Breaking criminal business models of traffickers

The first call for proposals with a budget of 3 million EUR supports operational actions against trafficking in human beings to facilitate and enhance breaking of criminal business models of traffickers in human beings by strengthening the law enforcement and judicial responses, especially in regard to children and labour exploitation.

The open call is part of the activities foreseen in the Thematic Facility and the 2021-2022 Work Programme of the Internal Security Fund (ISF).

Who can apply?

The call is open for public institutions and non-profit entities established in EU Member States, including oversea countries and territories, but excluding Denmark.

Project eligibility

Submitted project applications should address at least one of the following priorities:

  • the disruption of financial flows of criminal business models of traffickers
  • the intensification of investigations (including evidence-led investigations), prosecutions, and the judicial response in the area of trafficking in human beings, in order to dismantle the trafficking chain
  • the disruption of the digital business model of traffickers by improving the digital capabilities of law enforcement and judicial authorities
  • the improvement of confiscation and asset recovery activities with the view of contributing to the compensation of victims

Project conditions

  • The proposals must cover a period of 24 months.
  • The budget of proposals can range from 500.000 to 1 million EUR.
  • Proposals must be submitted by minimum two applicants from two different participating Member States.
  • The topic aims to co-finance targeted, practical projects geared at maximum and demonstrable benefits and impacts. Proposed actions should be in line with the priorities of the EU Strategy on Combatting Trafficking in Human Beings 2021-2025.
  • The projects should be implemented in cooperation with relevant authorities, civil society organisations and other actors. The proposed actions should employ a multi-stakeholder approach ensuring the involvement of relevant actors.

Second call for proposals: supporting victims of trafficking in human beings

The second call for proposal with a budget of 4 million EUR focuses on assistance, support and integration of third country national victims of trafficking in human beings. The call is part of the activities foreseen in the Thematic Facility and the 2021-2022 Work Programme of the Asylum, Migration and Integration Fund (AMIF).

This call supports projects connected to:

  • early identification of victims, especially in the course of asylum procedures
  • fostering and facilitating integration of victims; assistance and support of victims, taking into account their special needs
  • facilitating durable solutions for safe and sustainable Dublin transfers and voluntary returns to avoid re-trafficking
  • project proposals should have a concrete operational impact at national level, including on the lives of victims of trafficking in human beings and their integration in the host Member States

Who can apply?

The call is open for public institutions and non-profit entities established in an EU Member State country, including overseas countries and territories, but excluding Denmark, as well as international organisations as beneficiaries.

Project eligibility

Project proposals should be targeted and should not try to cover all of the activities mentioned below:

  • Concrete transnational assistance and support measures to victims of trafficking in human beings.
  • Concrete transnational measures facilitating the integration of victims via access to education and economic opportunities.
  • Initiatives for setting up and improving transnational multi-stakeholders and multi-disciplinary cooperation.
  • Initiatives aimed at improving cross-border cooperation on victims’ cases, such as the transfer of third country national victims to the Member State where they first arrived or safe and voluntary return of victims to their non-EU country of origin.

Operational actions should address the assistance and protection of third country national victims of trafficking in human beings in the context of integration or safe return. Whenever relevant, proposals can include the creation of links with victims’ countries of origin and transit. The proposals should also take into account the online aspect of trafficking and the increasing use of the digital space in the recruitment and exploitation of victims.

  • The proposals must cover a period of 24 months.
  • The budget of proposals can range from 500.000 to 800.000 EUR.

Application deadline for both open calls is 19 May 2022 (CET 17:00).
