The start of the year has seen a number of network members join us for a series of webinars on ‘hybrid ideologies’, a topic of particular interest and concern to practitioners across the network. With the first in-person events of the year and Working Group meetings taking place over the coming weeks, we take a quick look back at 2022, to remind ourselves of some of the challenges that were faced and some of the projects that were delivered. We also look ahead at some of the key activities taking place over the coming months. The first of these is the European Remembrance Day for Victims of Terrorism. In this Update, therefore, we feature again the latest publication of the Spotlight magazine, and the latest episodes of The View, Special Report and RAN Reporters programmes, and we provide information about the Remembrance Day and all other upcoming events.
2022-2023
The View
The fifth episode of The View takes a look at the year ahead. A panel of three leading experts in P/CVE – including Chiara Dedeken from the RAN YOUNG platform, Teun van Dongen from the International Centre for Counter Terrorism (ICCT) and RAN Policy Support expert, and a representative from the EU Internet Referral Unit (EUIRU) – discuss some of the emerging threats of most concern, including online radicalisation and anti-government/anti-establishment extremism.
Spotlight
The latest edition of the Spotlight magazine – which was published in December 2022 – takes a look back at what RAN Practitioners had been up to in 2022. The publication takes a look at some of the emerging P/CVE challenges that had arisen and some of the key events that had taken place. The magazine provides a review of the European Remembrance Day for Victims and Survivors of Terrorism, the RAN Practitioners Plenary, the RAN YOUNG platform, and RAN in the Western Balkans project.
Special Report
The fifth episode of the Special Report – a programme which reviews some of the most-timely issues of the day – explores some of the P/CVE topics which had been concerning practitioners at the end of 2022. Practitioners and other experts provide their insights on the impact of new digital technologies on P/CVE, the role of young people in P/CVE, and the impact of socio-economic factors on radicalisation.
RAN Reporters
At the end of 2022 we visited an organisation based in Palermo, Sicily, to learn about its work with long-term residents and newly-arrived migrants to fight polarization and build a more inclusive society. The latest in the series of RAN Reporters programmes meets practitioners from the European Center of Studies and Initiatives (CESIE) to learn about the challenges they face and the activities they deliver.
Victims
On 10 March 2023, the EU pays tribute to victims and survivors of terrorism. The European Remembrance Day for Victims and Survivors of Terrorism is organised by the European Commission, in close cooperation with the RAN Victims and Survivors of Terrorism Working Group (VoT). The event, which will take place in Brussels, will hear from a number of victims who will share their experiences and give their testimonies. The event will also hear from practitioners who will present their efforts to support victims and survivors to overcome their trauma and play a role in P/CVE. This year the event is being made available to all members of the RAN Practitioners network.

Manual for Responses to returning foreign terrorist fighters and their families, 2nd Edition, 2022
RAN Practitioners has published an updated version of its Manual on returning foreign terrorist fighters (FTFs) and their families. The Manual was first published in 2017 in order to support Member States in their preparations to manage the return of FTFs from Syria and Iraq. The Second Edition of the Manual outlines a series of responses and good practices that have been developed in recent years.
The ‘how’ and ‘why’ of hate crime and the implications for mental health practitioners
A recent paper discusses the ‘how’ and ‘why’ of hate crime and the implications for mental health practitioners. In doing so, the paper takes a look at both the victims and perpetrators perspectives, as well as the (psychological) impact of hate crime on society, communities and individuals and the role of (mental health) practitioners in addressing this impact.
How can P/CVE practitioners address the effects of perceived (institutional, social, interpersonal) discrimination?
A paper, published at the end of 2022, explores how discrimination affects individuals’ well-being and how this may contribute to drivers for radicalisation, and the challenges that practitioners are encountering when the individuals/communities they are dealing with feel stigmatised or discriminated against. The paper also provides practical methods, tips and practices for practitioners and institutions to identify these issues and address them.
Artistic methods in prevention work
A recent paper summarises the experiences, insights and challenges of practitioners from the RAN Practitioners network regarding their arts-related activities in youth work and education. The paper provides an overview of interventions that use arts to enhance protective factors and resilience, including forum theatre, music and (visual) storytelling.
