Since its creation by the European Commission in 2011, RAN – celebrating its 10th year anniversary this year – has evolved into a network of over 6,000 first-line practitioners. The Commission has in recent years extended its support to policymakers and researchers alike, and from 2021 will deliver support to practitioners, policymakers and researchers under the recognisable ‘RAN’ brand. To signify the different RAN networks, the network of practitioners, to which all of you are members, will be called ‘RAN Practitioners’ from now on. The network within RAN of policymakers and researchers will be called ‘RAN Policy Support’.
This week, on 11th March, the European Commission will hold its 17th European Remembrance Day for Victims of Terrorism. The event, which will be held in Madrid and online, will pay tribute to victims of terrorism (VoT) from across Europe by showing solidarity and unity with them against terrorism and violent extremism.
Some of the highlights from this event will be captured in the next issue of the RAN Update. Today is also an important day, International Women’s Day. In this issue of the RAN Update we take a look at how RAN has addressed the topic of gender in P/CVE.
In this issue we also take a look at the topic of youth engagement. Although much of Europe is still gripped by the COVID-19 pandemic and the lockdown measures put in place to deal with it, we can begin to look ahead to the spring and to life after the pandemic and the challenges and opportunities it represents for us as practitioners.
In this issue of the RAN Update we feature the latest edition of the Spotlight magazine and a new programme which take a look at how the pandemic has affected young people and how practitioners can engage with them both online and offline as lockdown measures ease.
RAN
Rebranding of RAN
RAN has developed into a recognisable brand for all EU action in the area of prevention of radicalisation. From 2021 onwards, the current ‘RAN’ network of first-line practitioners is now to be called ‘RAN Practitioners’. Meanwhile, ‘RAN Policy Support’ will denote the European Commission’s support to policymakers on prevent policies, the strengthening of research and analytical capabilities, and strategic communications. Both RAN Practitioners and RAN Policy Support, under the umbrella of ‘RAN’, will contribute to the common goal to support all EU Member States in their endeavours to prevent and counter violent extremism and radicalisation.
Victims
European Remembrance Day
On 11 March 2021, the EU will pay tribute to Victims of Terrorism (VoT), from both within the EU as well as European victims outside of the EU. Victims of terrorism, EU officials, representatives of EU Member States and the press will be attending in person or online. The event, which has been co-organised by the European Commission and the RAN VoT Working Group, is this year being held in Madrid and live streamed online for a select audience. Gender
International Women’s Day
Today, the 8th of March, marks the annual International Women’s Day. It reminds us of the important role of gender in preventing and countering violent extremism (P/CVE), which has increasingly gained attention over the last few years. Much of the discussion on the topic has focused on the different roles that both genders play in extremist groups, such as gender inequality within violent right wing extremist (VRWE) groups and the role that masculinity plays, and therefore the need for gender-sensitive approaches. The role of gender in P/CVE
In 2015 the United Nations Security Council Resolution (UNSCR) 2242 mandated the consideration of not just women, but gender, as a cross-cutting theme in counter-terrorism and preventing/ countering violent extremism (P/CVE) practices. It was the Daesh call to women worldwide to join its Caliphate, a call which thousands took up, that finally demonstrated to policymakers the fundamental significance of women to terrorism, and the urgent material need to include gender-specific measures to counter this. Youth Engagement
Spotlight
The latest edition of the RAN Spotlight magazine, which is available now on the RAN website, takes a look at the topic of youth engagement both during and beyond the COVID-19 pandemic. The publication, which features the insights and views of RAN practitioners and includes a series of articles, opinion pieces and interviews, covers a number of aspects of youth engagement, including online and offline, through schools, art and sport.
Film
A new RAN programme, which can be found on the RAN YouTube channel, takes a look at how to engage young people through sport. The programme explores two examples of projects that engage young people through sport, including hockey and football, in Spain and in France respectively. RAN Working Group leaders, Dennis de Vries and Pushpa Islam, and a participant of RAN YOUNG, Vivian Lada, share their perspectives.

Radicalised police, military and prison staff
A new paper provides insights for practitioners on the radicalisation of police, military and prison staff. The paper looks at the reasons why individuals within these institutions radicalise, the sensitivities of the topic, how to create awareness around it and how to counter it.
The paper draws on the insights gathered from ‘small scale meeting’ held online on 16 December 2020. Read more...
