Definition(s)

A set of measures consisting of an Entry/Exit System (EES) and modifications to the Schengen Borders Code in addition to existing border management systems aimed to improve the management of the external borders of the Schengen Member States, to fight against irregular migration and to provide information on overstayers, as well as to facilitate border crossings for pre-vetted frequent non-EU travellers.

Note(s)

1. The Smart Borders Package was proposed by the European Commission in February 2013. It follows the European Commission Communication of February 2008 suggesting the establishment of an Entry/Exit System (EES) and a Registered Traveller Programme (RTP).
2. The revised legislative proposal of 6 April 2016, COM(2016) 194, includes the proposed Entry/Exit System (EES), as adopted with Regulation (EU) 2017/2226 (Regulation establishing an Entry/Exit System (EES) and a proposal for necessary modifications to the Schengen Borders Code, COM(2016) 196. The Registered Traveller Programme (RTP) proposal was dropped from the package.
3. The package supplements existing systems such as the Schengen Information System (SIS), the Visa Information System (VIS) , Eurodac and Europol amongst others.
