Definition(s)

Set of measures consisting of the Entry/Exit System (EES), the European Travel Information and Authorisation System (ETIAS) and modifications to the Schengen Borders Code aimed at improving the management of the external EU borders by facilitating border crossings for pre-vetted frequent non-EU travellers, while at the same time fighting against irregular migration and improving internal security by stronger identification of persons at external EU/Schengen borders and detection of overstayers in the EU's territory.

Note(s)

1. The Smart Borders Package was proposed by the European Commission in February 2013. On 6 April 2016, the European Commission adopted a revised legislative proposal for Smart Borders, the regulations concerning the Smart Borders Package were adopted in 2017, Regulation (EU) 2017/2226 (Regulation establishing an Entry/Exit System (EES) and Regulation (EU) 2017/2225 amending Regulation (EU) 2016/399 as regards the use of the Entry/Exit System.
2. The information systems will be managed by eu-LISA, the European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice.
