This report investigates how violent extremist groups outside Europe and North America exploit digital technologies for propaganda, recruitment, internal coordination, financing, and even offensive cyber operations. The report addresses an under‑researched phenomenon in the Global South, using regional case studies (including Brazil, South Africa, India, and parts of Southeast Asia) to show how these actors leverage alternative and mainstream digital platforms to spread narratives and facilitate activities. It underscores challenges faced by technology companies in moderating content across diverse languages and cultural contexts, and it highlights gaps in digital governance and cyber resilience. The publication concludes with targeted recommendations for Member States, researchers, technology industry stakeholders, and international organisations to improve detection, prevention, and collaborative responses to extremist exploitation of digital ecosystems
