Presented on 30 June 2026 by Federal Interior Minister Alexander Dobrindt and BfV President Sinan Selen, this annual report from Germany's domestic intelligence agency (BfV) shows a rise in extremist threat across all phenomenon areas.
Key findings:
- 58,851 extremist-motivated offenses recorded in 2025 (up from 57,701 in 2024), with violent offenses up roughly 10% to 3,294
- Right-wing extremism: personnel potential grew ~17% to 58,700 (from 50,250); remains the largest threat
- Left-wing extremism: personnel potential rose to 42,200; flagged as a growing concern, citing arson attacks on Berlin's power grid (January) and a long-running attack series in the Munich area
- Islamism/Islamist terrorism: personnel potential slightly up (28,645 vs. 28,280)
- Foreign-related extremism: personnel potential up to 33,850
- Espionage/hybrid threats: Russia, China, and Iran identified as the main sources, targeting politics, military, economy, and science
- Notes a shared "enemy image" — antisemitism and anti-Israel sentiment — bridging otherwise ideologically opposed extremist movements since the 7 October 2023 Hamas attack
- Highlights social media (Instagram, TikTok) and even gaming platforms (e.g., Roblox) as key radicalisation drivers, especially among young people
