Description:
This report evaluates the Incident Response Framework (IRF) that GIFCT member platforms use to coordinate rapid action when terrorist or violent extremist content spills into digital spaces during real‑world violent events. The report reviews how the IRF and its Content Incident Protocol have been activated to share information, enhance situational awareness, and mitigate harmful content circulation online. Drawing on a multistakeholder workshop with experts, tech companies, civil society, and academia, it identifies areas where the IRF could be “future‑proofed”, including clarifying activation criteria, improving communication across stakeholders, integrating protections for human rights, and preparing for emerging challenges such as AI‑generated content.
