Description
This conclusion paper summarises the main outcomes of the third meeting of Thematic Panel 5, hosted in Zagreb on 2-3 October 2025. Tje gathering explored lone actor identification and prevention, deepening into drivers, indicators, intervention, protective factors and risk assessment. In the same vein, the multi-agency cooperation for lone actors’ identification and prevention, and best practices for countering lone actor radicalisation were also examined in this meeting. Thus, this third meeting addressed the aforementioned issues in an interactive and collaborative dynamic.
