The European Migration Network (EMN) and the Organisation for Economic Co-operation and Development (OECD) have published updated information on the impact of COVID-19 in the migration area. The new Umbrella Inform completes the joint EMN and OECD Inform series between on the impact of COVID-19 on migration and asylum in the EU Member States and non-EU OECD countries throughout 2020. Updates include changes in border procedures, provision of COVID-19 related healthcare services to migrants, the shifting landscape of the labour market, international protection, international students, and return issues.

How are seasonal workers attracted and their rights protected in the EU Member States and the UK? According to a new study by the European Migration Network (EMN), many countries aspire to attract seasonal workers from non-EU/EEA countries to fill labour market shortages, typically in agriculture, tourism, and manufacturing sectors. Protecting the rights of seasonal workers is one of the objectives of the Seasonal Workers Directive (EU) which provides for equal treatment of third-country nationals, but also gives Member States power limit their access to certain rights.

17/09/2020Second EMN OECD Inform: Impact of COVID-19 on international students in EU and OECD Member States”
The global health crisis caused by the COVID-19 pandemic made it more difficult for international students to complete the administrative procedures necessary to enrol in a Higher Education Institution (HEI) abroad and to travel to that country to take up studies. Most EU and OECD countries have closed their national borders – with exceptions for some groups - in an effort to contain the spread of the epidemic in their territory, and many universities were also temporarily closed during the pandemic.

The outbreak of COVID-19 and the measures taken to stem the spread of the virus are having impacts on the migration field. The European Migration Network (EMN) and the Organisation for Economic Co-operation and Development (OECD) have launched a series of informs on the impact of COVID-19 in different areas of migration in the EU Members States, Norway and the UK. The first inform “EU and OECD Member States responses to managing residence permits and migrant unemployment during the COVID-19 pandemic” was released on the 30th of July.

18/12/2019EMN study: Migratory Pathways for Start-ups and Innovative Entrepreneurs in the EU
In recent years, the number of admission schemes for ‘start-ups’ and ‘innovative entrepreneurs’ have increased, both within the EU and globally. At EU level, improving the EU’s attractiveness for foreign entrepreneurs and start-ups forms part of the objective of upgrading the single market and is also in line with EU migration policy objectives, such as tackling demographic change and satisfying labour market needs.
A new study published by the European Migration Network (EMN) offers a comparative overview of the experiences and existing practices in 24 EU Member States*, Norway and Switzerland regarding beneficiaries of international protection who travel back to their country of origin, or who have contact with authorities from these countries. The study also examines the motivations of the individuals in question, and how such cases would be assessed by the national authorities in the countries that granted them refugee status.

27/05/2019New trends in legislation, policies and practise across the EU on Migration and Asylum
2018 marked a decrease of arrivals of asylum seekers and irregular migrants compared to pre-2015 levels. Despite this reduction, Member States and Norway still had to face challenges to manage the integration or return of large number migrants arrived in Europe during the previous years. As a result, Member States and Norway introduced changes in their legislation, policies and measures as a means to foster legal migration pathways, promote inclusion of migrants as well as ensure protection of refugees and vulnerable groups.

25/03/2019Visa liberalisation: Strengthening ties between the EU and nationals of third countries
As of 2018, five Western Balkan countries and three Eastern Partnership countries now benefit from visa liberalisation to the EU Schengen area. These countries are deemed safe and well-governed, and have been required to meet several criteria in policy areas such as borders, migration and asylum management, security, external relations and fundamental rights. The European Migration Network (EMN) has now released a study on the impacts on countries of destination, providing insights into trends in 25 EU countries and Norway, following visa liberalisation for nationals of Albania, Bosnia and Herzegovina, Montenegro, Serbia, North Macedonia, Republic of Moldova, Georgia and Ukraine.

“Whether migration is good or bad? is the wrong question - the pertinent question is how much - and what kind of composition - is best?” stated Sir Paul Collier, author of the book “Exodus: How migration is changing our world” (2013). This question marks the starting point for discussion on the key components of a sustainable migration approach, committed to the regulation of migration flows.
Migration is sustainable when:
• It has a democratic mandate i.e. when the volume and composition of migrants are acceptable to the population
• the outcomes of decisions made result in no regrets by all parties involved
• the duty of rescue for both refugees and the ‘bottom billion’ is fulfilled
The conference Sustainable Migration in Europe, organised by the EMN Norway, presented the main pillars of this approach, making it relevant to the current migration policies and debates on sustainable migration in Europe.

In 2014-2016, EU Member States and Norway experienced an unprecedented influx of incoming applicants for international protection: the number of applications for international protection lodged rose from 443 015 in 2013 to peak at 1 320 000 million in 2015 and 1 260 000 million in 2016, though the scale and timing of the peaks differed greatly across European countries.
