The European Commission, Directorate-General for Migration and Home-Affairs, is planning to launch a procurement procedure for a middle-value contract (not exceeding EUR 135,000) for a duration of four months for a Study on data analysis on trafficking in human beings.
The Commission Communication on ‘Reporting on the follow-up to the EU Strategy towards the Eradication of human beings and identifying further concrete actions’ (COM(2017)728)) identifies cross-cutting actions for a sound knowledge base as one of the EU priority. One key action includes publishing, in the second Commission Progress Report in 2018 the latest criminal justice statistics at EU level on trafficking in human beings, with support from Eurostat, the national statistical authorities and the EU Network of National Rapporteurs and Equivalent Mechanisms.
Article 19 of the Directive 2011/36/EU stresses the importance of gathering statistics and its Article 20 specifies that ‘in order to contribute to a coordinated and consolidated Union strategy against trafficking in human beings, Member States shall facilitate the tasks of an anti-trafficking coordinator (ATC). In particular, Member States shall transmit to the ATC the information referred to in Article 19, on the basis of which the ATC shall contribute to reporting carried out by the Commission every two years on the progress made in the fight against trafficking in human beings.’
The aim of the present study would be to support the Commission with detailed analysis of Member States data on trafficking in human beings reported to the EU Anti-Trafficking Coordinator for the purposes of the second Commission progress report.
